Scope of Work:
Responsible for oversight of all business management functions for the USAFA Base Maintenance Contract. Oversees all finance, human resources, contract and subcontract initiatives, and procurement in support of in-house maintenance, repair, and construction work orders. The BOM’s primary responsibility is the financial oversight for the Contract. This includes Budgeting and Forecasting the P&L for the Program Manager and providing financial interface and reporting to the Corporation. The BOM will track, create, and maintain contract data requirements, activity logs and deliverables. The BOM provides advice and administration of federal government, commercial contracts and subcontracts of varying size and complexity. Additionally, the BOM is responsible for leading the development and production of all KIRA responses to Request for Proposal and Proposal estimates. The BOM reports to the USAFA Program Manager.
Responsibilities:
- Work directly with corporate finance personnel to insure accurate and comprehensive financial accounting is achieved at the project site to include revenue, costs, payroll, and accounts payable and receivable. Advises the Program Manager of the status of financial issues.
- Responsible for managing the program financials, contract management, support of program execution, and strong customer interface.
- Serve as the site’s contracts manager responsible for quantifying and documenting contract modifications.
- Supervises the procurement function of the Logistics Support/Supply Manager and supporting staff in materials purchasing, warehouse stockage, and issuance and management of construction contractors.
- Oversee the actions of the Planned Work Coordinator for technical and administrative management of all subcontractors performing Direct Scheduled Work and Planned Sustainment Work.
- Attention to detail and a balance of accuracy and timeliness are key behaviors.
- Supervises the Human Resources Generalist and provides support when needed.
- Provides Pricing for Contract MODS and Reimbursable Proposals. Works with the Program Manager and Operations to coordinate Proposal assembly.
- Thorough review of financials, able to create and track reports to monitor revenues and expenses.
- Proficient in budget preparation and forecasting including burn rates.
- Performs other related duties as assigned.
Minimum Requirements:
- As a federal contractor, THTBC is subject to any federal vaccine mandates or other customer vaccination and/or testing requirements. All new hires are required to report their vaccination status and employment is conditioned on meeting all customer and contractual requirements.
- Bachelor's degree from an accredited college in accounting, business management, finance or a related discipline, master’s degree preferred.
- 7 or more years’ of professional experience, or 3 years’ experience with a master’s degree.
- Experience working with organized labor/labor relations is a plus.
- Requires strong mathematical and analytical skills and be detail-oriented to manage the finances and operations of the contract.
- Experience with managing Government Contracts is a plus.
- Understanding of the FAR, DFAR, and proposals, awards, and modifications is desired.
- Experience in managing Base Operations Support Contracts, Construction, and Subcontracting experience is highly desirable.
- Advanced Excel experience is required. Knowledge of office automation software (MS Windows, MS Office, including PowerPoint, Word, and Excel) required.
- Must be able to successfully complete a National Agency Check with Inquiries (Tier 1) background check.
- Must be able to work alternate shift schedules when necessary to meet the mission requirements of the customer, to include weekends and holidays.
- Must have and maintain a valid state driver’s license.
- Must be able to successfully complete a drug/alcohol test and a criminal record check. Must have a safe driving record, as defined by Company policy, to operate a company vehicle.
- Must have practical knowledge of worksite safety, occupational hazards, and standard safety practices.
- Must possess the ability to work in a team or alone and be able to change jobs on short notice.
