Career Opportunity:
We are currently seeking candidates for an IT Project Manager position to support our Port Engineering program. The position will be in either Norfolk, Virginia or San Diego, California.
Essential Duties and Responsibilities:
- Port Engineer (PE) Program Information Technology (IT) Management
- Using the Risk Management Framework (RMF) process, update and maintain the government owned Maintenance Support Tool (MST) software, ensuring DoD, NETWARCOM and Department of the Navy (DON) Automated Information System certification and security compliance.
- Maintenance includes client and server-side programming updates, server maintenance and system administration, and maintenance of Authority to Operate POA&M as well as emergent data calls and other activities that support fleet compliance requirements.
- Maintenance of the Enterprise Mission Assurance Support Service and Vulnerability Remediation Asset Manager records.
- Collaborate with the Navy or designated representatives on ship maintenance IT software development and upgrades.
- Recommending new or improved IT capabilities and products that will enhance the PEs’ ability to be more efficient and effective in accomplishing tasking.
- Coordinate Validate, Screen, Broker (VSB) modifications to support MST reintroduction. Manage MST software and software development.
- Contract Deliverable Requirements List
- Provide input for quarterly IT Report and Quarterly Program Review.
- PE Program software products
- Develop, design builds, coordinate installations, troubleshoot, and maintain software used on PCs and tablets (e.g., MST and VSB) for PEs.
- PE Program website management
- Manage access to website.
- Plan, implement, manage, monitor, and update website content.
- Coordinate with vendor to respond to and troubleshoot all website issues.
- Collaborate with vendor on website security and regulations.
- Coordinate with vendor to update website architecture.
- Ensure website quality and efficiency by conducting regular assessments.
- Collaborate with all Program staff and management to ensure that the website aligns with the Program strategy and meets the Program’s standards.
- Manage website metrics.
- Keep up to date with industry best practices.
- Other duties as assigned by the Program Manager (PM) or Deputy PM.
Travel:
- This position includes a low level of travel to Fleet Concentration Support areas.
Education, Knowledge, Experience, Skills and Abilities Required:
- BS degree in Information Technology field of study (e.g., programming, networking, server administration, information security, database design and development, systems analysis and designing, and web development) from an accredited college or university.
- Five years recent experience in conducting business analytics, developing business cases, and leading all aspects of IT related projects (e.g., website or IT project development, implementation, management, analytics, or assessments).
- Experience in Maintenance Support Tool, new installations, upgrades, moves, and technology initiatives is preferred.
- Experience in computer systems/programs software and hardware trouble shooting is preferred.
- Experience with the DON’s RMF process.
- Skilled in Microsoft Office Products (O365).
- Strong interpersonal skills and present a professional decorum.
Qualifications
- Must possess a valid Driver’s License
- Must have reliable transportation to and from various work
- Active DoD Secret security clearance is highly desired however candidates who are eligible to obtain and maintain a DoD Secret security clearance will be considered. If the selected candidate does not hold an active clearance, he/she will receive a contingent offer. A start date will be established once an interim Secret clearance is granted.

- Sitting for long periods of time, standing, walking, crouching, and kneeling
- Reaching, handling, using equipment, keyboards, and mobile devices
- Lifting boxes (files and supplies) up to 20 lbs.
