We are looking for a Business Systems Analyst ll (NIWC MAC) in San Diego, CA.


RESPONSIBILITIES


Command Support Services:

  • Total Force Management. (Personally Identifiable Information (PII)/ Privacy Act Sensitive). Provide administrative support to the Total Force Management division
  • Required support includes (but is not limited to) creating documentation for the Civilian Awards program, tracking awards, and preparing and holding awards ceremonies
  • Supports College Recruiting in performing activities required to recruit and hire personnel into the NIWC Pacific PhD, Naval Acquisition Development Program (NADP) Intern, Associates, and New Professionals programs
  • Supports the Military Administration office in preparing, maintaining, and tracking all documents related to managing NIWC Pacific’s military personnel
  • Assists the Training Management Office in preparing, issuing, and tracking all training requests within NIWC Pacific
  • Supporting the Manpower Office in analyzing entries in the Total Force Manpower Management System (TFMMS) and maintaining the Billet Identification Number (BIN) inventory

Corporate Strategy:


  • Strategy Management Analytical & Administrative Support. Facilitate creation and manage strategic planning documents; maintain associated strategy management websites; consult in the application of the Balanced Scorecard methodology; and plan, manage and execute corporate meetings to include Tech Board, Department, and/or Center reviews
  • Strategic Intelligence, Analytical & Administrative Support. Perform document and literature searches and reviews; compile and catalogue information and background material; maintain associated strategic intelligence websites; prepare summaries and bibliographies; and prepare reports, presentations, and white papers
  • Data Management, Visualization & Analytical Support. Collect, analyze, organize, and process data from multiple and disparate sources in preparation of Command data dashboards, Executive level visualizations, and analysis of historical data trends. Conduct literature review of operations research, analytics, data sciences trends, and best practices
  • Process Management & Analytical Support. Facilitate, develop, create, and manage the Organizational set of Standard Processes (OSSP), Continuous Process Improvement (CPI) Management Plan, Process Asset Library (PAL) pages, and other policies and Instructions directly impacting IPTs and PMs, including Charter Instructions, utilizing best business practices
  • Hub Content Management.  Edit, publish, and manage content in NIWC Pacific’s online platform for official information: the Hub (to include any future iteration of NIWC Pacific’s online platform). The contractor shall be responsible for working with NIWC Pacific customers to arrange, format, and style official information online in accordance with the Hub Style Guide and NIWC Pacific official guidance. The contractor shall assist in ensuring completeness, accuracy, and clarity of information. Other responsibilities include performing quality assurance checks on official information, linking sources of official information, and providing progress reports to the Government lead.

Requirements

  

  • Bachelor’s degree desired or four (4) years equivalent training and/or experience, from an accredited college or university
  • Active Secret Clearance-Required
  • Minimum of two (2) years’ experience supporting corporate operations functions with data management and analysis
  • Strong verbal and written communications skills with excellent computer skills including Microsoft Word, Excel, Outlook, and Power Point
  • Organizational skills and ability to work under direction as well as independently
  • Coordinate meetings, trainings, assigned appointments, and conferences
  • Coordinates arrangements and sets up meeting/training rooms; notifies meeting participants; prepares and/or assembles meeting materials; types, formats, edits, revises, proofreads, and prints reports, correspondence, memoranda, agreements and agendas
  • Knowledge of analytical principles, methodologies, and techniques
  • Understanding of data visualization techniques, and tailoring views to different audiences
  • Experience related to working as part of a team in the delivery of products or services
  • Proficient in research methods, statistical analysis, and the use of analytical software (spreadsheets).
