Overview
We are currently seeking a Computer Systems Information Assurance Security Lead to provide Information Assurance (IA) for tactical and supporting network infrastructure in the NIWC Pacific Combined Test Bed (CTB).
Responsibilities
Essential Functions/Job Duties:
Primary role of IA Security Lead is administrative & technical expert within the Combined Test Bed (CTB) Network/IA team and conducts IA and windows workstation system administrative duties on the CTB NIWC Pacific networks.
- Independently lead support to implement and maintain requirements of the Defense Information Systems Agency (DISA) standards (eMASS, STIG, SCAP, & ACAS). In depth knowledge of IA practices for computer networking systems and interfacing protocols used in support of Aegis BMD Program.
- Ensures Windows Patch Management, Windows Server Update Service (WSUS), and Host Based Security Service (HBSS) is maintained within DISA and NIWC Pacific standards.
- Preparing documentation for Risk Management Framework (RMF) and attainment of ATO including IATT and IATO.
- Collaborating with Echelon II technical engineering support teams.
- Perform risk assessments and execute tests of data processing system to ensure functioning of data processing activities and security measures.
- Review violations of computer security procedures and discuss procedures with violators to ensure violations are not repeated.
- Document computer security and emergency measures policies, procedures, and tests.
- Confer with users to discuss issues such as computer data access needs, security violations, and programming changes.
- Monitor use of data files and regulate access to safeguard information in computer files.
- Train users and promote security awareness to ensure system security and to improve server and network efficiency.

Essential Physical Tasks:
- Ability to lift 10 lbs. on an occasional basis.
- Ability to use a personal computer, keyboard and mouse on a consistent basis.
- Potential domestic travel less than 10% of the time by automobile.
Written Communications:
- Operates standard computer based business tools (including but not limited to Microsoft Word and Excel) effectively.
- Proficient in the reading, writing and comprehension of technical documentation and manuals.
Verbal Communications: Demonstrates excellent clear and concise verbal communication skills.
Qualifications
Skills / Qualifications:
- Network Engineer, Network Administrator, System Administration
- This position requires Cybersecurity Workforce (CSWF) Information Assurance Technical (IAT) credentials and knowledge of Information Assurance (IA) practices.
- Experience with CSWF Certification & Accreditation (C&A) processes. Includes experience with Navy Assured Compliance Assessment System (ACAS) collection systems, Windows Server Update Services (WSUS), and Enterprise Mission Assurance Support Service (eMASS).
- Experience in computer system networking and OSI layer protocols used in commercial and/or military communications systems.
- Military ISNS and ADNS experience is preferred, but not required.
- Provides inputs for Contract Data Requirements List (CDRL) reports. Ensures status reports accurately and completely document accomplishments, meetings, deliverables, performance indicators, and issues/concerns.
Customer Interface Activities:
- Interfaces with customer and other contractor/civilian/military representatives utilizing clear and effective written and oral communication skills.
- Provides input for periodic status reports.
Project Management Tasks: Ability to manage and prioritize tasks to ensure optimum productivity and report to management on project status and completion.

Minimum Education Requirements:
- High School diploma or GED.
- Bachelor of Science degree in a relevant discipline is desirable
Required Certifications: CASP or CISSP or equivalent
Pay Range: $90,000.00 to $120,00.00 DOE
U.S. Citizenship is required
Security Clearance: Secret
Candidates must have an active clearance OR the ability to obtain a US Government security clearance, and will be subject to a US security background investigation (i.e. favorable background investigation / credit score). Additional eligibility requirements for access to various levels of classified information may also be required. An active security clearance is highly desirable.
