Our client is looking for a candidate to provide technical leadership and oversight for a software-based Air Force mission system. To oversee and provide technical leadership to an integrated software system support and development enterprise. Organize, direct and coordinate planning and execution of all software development and technical support activities. Shall have demonstrated system engineering, software development expertise, and communication skills (written and verbal) to interface with all levels of management. Assigns duties and reviews work of subordinates. Establishes and alters (as necessary) technical policy within the program to effectively direct technical activities. Meets and confers with contractor program management and client management officials regarding the status of specific technical activities. Oversees resolution of technical problems, issues or conflicts as required. Ensures that technical and security standards are maintained and that technical objectives are met

• Serve as the resident Subject Matter Expert (SME) for system engineering and system architecture with significant collateral responsibilities overseeing and providing guidance to software development, cybersecurity, technical support, and configuration management activities.  

• Create and maintain an Integrated Master Schedule containing system performance and schedule requirements including requirements analysis, coding, testing, and delivery using MS Project  

• Develop Technical Reports based on customer requests or Contractor initiatives upon approval from the customer; these may include upgrades or changes to address performance, cybersecurity, standardization, and technical risk issues.  

• Oversee and provide technical leadership to a team-of-teams development enterprise employing Agile DevSecOps and Continuous Integration/Continuous Delivery (CI/CD) practices.  

• Oversee and provide technical guidance to cloud architecture and engineering personnel supporting application migration efforts and cloud-based software development.  

• Oversee and provide technical guidance to enterprise support functions including configuration and change management and help desk/technical support.  

• Years of Experience: 7-10 years of relevant experience required.  
• Clearance: Active Secret Clearance and ability to obtain Top Secret 
• Education: Bachelor’s Degree in Engineering or Computer Science 

• Must maintain a Secret clearance as a condition of employment.   

• A minimum of seven (7) years proven system engineering or system architecture experience in DoD and/or IC system maintenance, operations, sustainment, and development   

• Familiarity with Lean-Agile management practices in a DoD or Federal Government context  

• Must be located withing commuting distance of Scott AFB in southern Illinois, or willing to relocate.  

• Be capable of working independently and demonstrate advanced system engineering or system architecture expertise. 

• Active Certification as a Secure Software Lifecycle Professional (CSSLP), Software Development Professional (CSDP), or similar  

• Ten (10) years of proven system engineering or system architecture experience in DoD and/or IC system maintenance, operations, sustainment, and development  

• Experience with Agile software development principles and practices  

• Prior experience supporting Air Mobility Command or U.S. Transportation Command programs.  

• Familiarity with government cloud computing policies and procedures at Impact Levels (IL) 5 and 6  

• Familiarity with major Commercial Cloud Service Provides (CSP) and Air Force Cloud One hosting environment.
