What are the responsibilities and job description for the Executive Assistant (Flag Level) Operations Support position at Tamayo Federal Solutions, LLC?
DESCRIPTION OF WORK:
- Contractor will provide a full time, on-site DTA/Tier II Help Desk person who will review orders and vouchers; develop/maintain PEO Carriers local Travel business rules and training; administer the numerous lines of accounting in DTS.
- Manage everyday operations while ensuring system administrators and users have the skill and confidence to
maximize the effectiveness and the efficiencies of DTS to support PEO Aircraft Carrier’s operational goals.
- Serve as DTS Defense Travel Administrator and primary point of contact for PEO Aircraft Carriers travelers and managers for use and maintenance of DTS.
- Process travel orders and vouchers and assist with creation of these documents, as necessary.
- Manage and implement functionality upgrades.
- Draft DTS related communications for PEO Aircraft Carriers-wide distribution, as required.
- Assist in defining and maintaining organizational structures, routing lists, and group structures.
- Serve as the Financial DTA (FDTA) to create, manage, rollover (across fiscal years) and edit associated Lines of Accounting (LOA); coordinating with other commands that provide direct cite lines of accounting as well as working with the Comptroller staff to fix LOAs.
- Complete and manage traveler/user personal profiles and ensure proper system access/permissions levels are assigned.
- Provide resolution to travel document issues; troubleshooting rejected/returned and problem documents.
- Write status and situation reports, lessons learned, and other required, site-specific documentation to include updating PEO Carriers local Business Rules.
- Training (Back-up assistance only)
The DTA will develop, coordinate, manage and administer various forms of training to include lectures, over the shoulder and one-on-one assistance to DTS administrators and operators.
- Provide training and conference coordination, to include preparation of class rosters, locations, times and dates.
- Provide basic user/traveler and Authorizing Official (AO)/CO training.
- Train DTS administrators to include LDTAs and FDTAs.
- Provide training to user/travelers, AOs or DTAs as required.
- Conduct additional training sessions as required.
- Attend training as directed by PEO Aircraft Carriers to maintain currency and proficiency as LDTA.
- Help Desk (Back-up assistance only)
The DTA will provide Tier II DTS Help Desk functions to support PEO Aircraft Carriers travel goals, ensuring timely and accurate response to issues and problems affecting daily operations of DTS administrators and users. The Help Desk serves as a consolidation point to address DTS issues at an organizational level. It provides a key tool to evaluate the overall effectiveness of DTS operations and will serve as a valuable data analysis node to develop lessons learned and further training requirements. We will provide the following tasks to support this objective:
- Manage site's DTS local Help Desk (Tier II).
- Open, monitor and close-out DoD Tier III Help Desk tickets.
- Maintain Tier II help desk log to monitor, track and analyze associated issues and trends.
- DTS Audit (Back-up assistance only)
The contractor will perform a 100% audit of all PEO Carriers travel vouchers for the last year to ensure compliance with Government travel standards and rules, efficient use of travel budget, and overall policy compliance. With Navy wide access to all travel orders and vouchers, the contractor will review 100% of all travel vouchers for compliance with JTR/JFTR rules and regulations and assess whether some travel could have been executed in a more efficient and cost effective manner (e.g., using alternate airports, flying verses driving, etc.). After reviewing
100% of vouchers, the contractor will complete an analysis of the data and make recommendations for process improvement.
- Administrative Support
1. Maintains the PEO Carriers Correspondence Tracking System, which includes tracking of Naval Letters, Funding Requests, Congressional Inquiries and other documents required for Front Office Staff.
2. Drafts, edits, and corrects Naval correspondence letters, such as official letters, instructions and notices, and memorandums for all of PEO Carriers.
3. Answers telephones; assists in scheduling events for Flag-Officer and Executive Director; receives visitors to PEO Carriers; sets up video-teleconferencing calls; acts as back up on all tasks assigned to the Executive Assistant.
4. Controls PEO Carriers Instructions and Notices to ensure correctness, currency, and alignment with directives from higher authority.
5. Manages and routes Funding Obligation Request forms through the Executive Director for approval of staff travel.
