Provides leadership and direction to the department to ensure efficient and effective delivery of strategic priorities reflective of the vision of the Commissioners Court. Works closely with Commissioners Court offices, precinct staff, cities, and regional transportation agencies to identify and work toward solutions to transportation needs in Tarrant County and the North Central Texas region.POSITION SALARY: Salary is negotiable depending upon work experience. The salary for this position is set by the Commissioners Court based upon the recommendation of the County Administrator. EXAMPLE OF DUTIES
Provides oversight of and direction to employees within all areas of the department including platting, inspection, flood plain management, surveying, striping, sign fabrication, right of way, and project development and management.Sets goals and objectives for the department consistent with the expectations of County Administration and the Commissioners Court offices; evaluates progress toward goals and objectives on an ongoing basis and implements changes as needed to ensure efficient, effective, and successful outcomes.Consistent with the priorities of each Precinct, manages staff, outside professionals, and consultants to ensure delivery of projects on time and within budget, including phases of planning, design, engineering, permitting, construction, and inspection.Develops and maintains positive working relationships with Commissioners Court offices, precinct staff, transportation agencies, and consultants.Continually assesses the effectiveness of service delivery methods, implementing changes in areas identified for improvement. Facilitates responses for requests for traffic, planning, and engineering studies.Develops and administers Tarrant County’s transportation bond program. Works closely with consultants, local jurisdictions, and transportation agencies to ensure projects are constructed within budget and on schedule. Negotiates and oversees agreements for professional services as necessary to accomplish departmental objectives; ensures consultant and contractor compliance with contracted demands and expectations. Schedules briefing, action, and work session items for consideration on the Commissioners Court agenda under the general direction of the County Administrator’s Office.Directs the development and administration of various environmental programs and ensures compliance with such programs including the Municipal Separate Storm Sewer System (MS4) permitting program.Coordinates activities and programs with other Tarrant County departments to expedite work and improve interdepartmental performance.Coordinates with local and regional agencies in the development of transportation plans, programs, and policies aimed at reducing congestion and enhancing mobility in the North Central Texas region.Supervises personnel matters including hiring, performance evaluations, terminations, disciplinary actions, and the resolution of departmental employee disputes.Directs the development and administration of the department’s annual budget including capital and fixed cost expenditures. Monitors costs and levels of staffing, equipment, materials, and supplies. Monitors and approves expenditures in addition to implementing cost saving measures.Maintains an excellent working knowledge of skills, processes, best practices, legislation, and regulations related to departmental functions.Develops applications for and administers grants related to transportation planning, right of way acquisition, environmental issues, and fleet management.Performs all other related duties involved in the operation of the department as assigned or required.

While performing the duties of this position, the incumbent is regularly required to bend, carry, climb stairs, hear, keyboard, kneel, lift, be exposed to hot and cold outside temperatures, reach, perform repetitive tasks, be exposed to rough or uneven surfaces, see color, see far and near, sit, be exposed to slippery surfaces, squat, stand, stoop, talk, twist, use his/her hands, drive, walk, walk on an incline, work alone and with others, and work overtime.
