Tazewell County, Illinois is seeking an experienced, highly motivated and collaborative individual to serve as a part-time Appraiser/Analyst.
Appointed by and under the direct supervision of the Supervisor of Assessments and their designee, this position develops appraisals of residential and commercial properties utilizing complex property appraisal techniques and statistical analysis. This position also oversees township assessor work and assists in the revaluation process. This is a part-time, non-exempt position with a salary range of $19.99 to $24.96 per hour.
Responsibilities
· Develops appraisals utilizing complex property appraisal techniques and utilizes statistical analysis to promote uniformity of assessments throughout the County.
· Processes all CAMA work and projects involving townships.
· Prepares complex individual and mass appraisals to determine estimates of fair market property values. Uses data such as incorporating cost, market and income approaches to property valuation.
· Develops statistical studies in the process of updating values in real estate property appraisal manuals for use by 12 township and multi-township assessors who are under administrative direction of the Supervisor of Assessments.
· Reviews and develops appraisals using a variety of statistical data including economic life tables as a supplement to the Illinois Department of Revenue’s Property Appraisal Manual.
· Assists the Supervisor of Assessments with the Quadrennial viewing of all county property and the implementation of major reassessment projects.
· Advises township officials on the implementation of computer-assisted valuation record conversions.
· Maintains contact with township assessors in order to promote accurate, uniform assessments.
· Assists Board of Review in researching problem assessments.
· Assists Mapping Department with valuation information for splits and combinations.
· Oversees the editing and updating of the Tazewell County property record card system, in both physical and electronic form.
· Calculate and process “Correction of Error” tax bills.
· Calculate, prepare and mail “Notice of Proposed Change” forms.
· Receive, calculate and manage Model Home Applications.
· Manage Veteran and Fraternal Freeze properties, and Historic Home Properties.
· Perform other assigned tasks as required.
Minimum Qualifications
· Bachelor’s Degree from an accredited four (4) year college/university with studies in Business, Finance or another directly related field OR equivalent combination of education, training, and experience
· Three (3) years of appraisal experience
· Real estate or appraisal coursework preferred
· Computer experience necessary
· Designation as a Certified Illinois Assessment Officer preferred
