PURPOSE:
This scope of work is for consulting services to coordinate the planning and implementation of multiple
communication strategies to raise awareness about the Department project, as well as assist in modernizing the Department’s website. Contractor will provide
these services to the Department.

CONTRACTOR QUALIFICATIONS AND EXPERIENCE:
Contractor staff assigned to this agreement must possess the following minimum qualifications and
experience:
5.1. Bachelor's degree in marketing, communications, or business management.
5.2. Two years of experience with developing and implementing communications strategies.
5.3. Five years of professional experience managing content management systems such as websites, email,
and/or social platforms.
5.4. Two years of experience with increasing organizational capacity to implement communication
strategies that focus on modernizing technology solutions.
5.5. Project Management Professional (PMP) certification.
5.6. Five years of project management or related experience.
5.7. Proficiency with MS Office applications, particularly Outlook, Word, PowerPoint, Excel, and Microsoft
Project or Smartsheet.
5.8. Demonstrated strong and effective verbal, written, and interpersonal communication skills.

CONTRACTOR RESPONSIBILITIES:
6.1. SERVICE TASKS: Contractor’s staff will perform the following tasks in the time and manner specified:
6.1.1. Collaborate with the Department’s DMI committees and workgroups to develop and implement
communication strategies that will raise awareness about the DMI project among the
Department workforce statewide, as directed by the Department.
6.1.2. Implement the DMI Communication Plan, including establishing and facilitating a DMI
communication committee, developing a communication committee charter, and leading the
implementation efforts, as directed by the Department.
6.1.3. Assist the Department with modernizing the FLHEALTH.gov website. This includes designing the
layout to support mobile, tablet, and desktop devices and working with developers to implement
visual elements and usability of the website, as assigned by the Department.
6.1.4. Create wireframes, storyboards, user flows, process flows, and site maps to communicate
interaction and design ideas, as assigned by the Department.
6.1.5. Actively participate in DMI Project status meetings, as assigned by the Department.
6.1.6. Serve as DMI Customer Relations Manager, as directed by the Department.
6.1.7. Schedule, facilitate and document meetings (minutes, action items, issues and decisions) as
directed by the Department.
6.1.8. Correspond (verbally and in written formats) with project teams, workgroups and other
stakeholders identified by the Department regarding project activities, deliverables, and status,
as directed by the Department.
6.1.9. As directed by the Department, follow Department Communication and IT processes, and
coordinate with other Department Communications and IT staff to ensure compliance with
Department standards and guidelines.
6.1.10. DATA SECURITY AND CONFIDENTIALITY TASK: The Contractor, its employees, subcontractors,
and agents must comply at all times with all Department data security procedures and policies in
the performance of this scope of work as specified in the Data Security and Confidentiality
document attached to the purchase order.
