Job Description
The Community Reinvestment Act Investment Officer III invests Company funds in low income housing, historic and new market tax credit opportunities and other tax advantaged vehicles as well as venture capital funds and small business investment companies to an established annual budget in compliance with TD Bank, N.A. CRA Investment Policy as well as the investment guidelines and requirements of the Community Reinvestment Act (CRA), Internal Revenue Service (IRS) and Office of the Comptroller of the Currency (OCC) guidelines.

Job Description

Depth & Scope
- Has voting authority on internal and external investment committees
- Approves legal documentation and limited partnership agreements in conjunction with counsel to achieve favorable terms for the Company
- Manages support staff assigning, prioritizing and monitoring work within assigned region
- Gathers financial and general business information about prospective investments and responsible for financial analyses needed to make investment decisions
- Participates in group credit decision process and communicates with prospects and Customers to close transactions
- Personal lending authority typically ranges up to $750,000 but generally exercises investment authority by participating in group lending decisions
- Participates in the development of overall department operating policies and procedures by communicating new or unique situations and solutions developed
- Accountable for identifying portfolio risk and recommending solutions to senior management
- Meeting production and CRA goals as well as identifying new clients and relationships for the Bank
- Coordinates referrals from commercial loan officers and community development officers throughout the bank's service area
- Ensures Customers adhere to limited partnership agreements and reviews general partner requests for amendments; makes periodic audit inspections of Customer sites
- Prepares a variety of reports and information summarizing tax credit business for management, community development and tax departments, regulators and others detailing portfolio risk profile, yield and other information
- Coordinates closely with community development, tax and other related departments to update and exchange tax credit related information; Ensures achievement of CRA investment test goals with community development area and works with tax department to understand and use various state and federal tax credit investment programs
- Assists in the development of less experienced investment officers and coordinates referrals from commercial loan officers and community development
- Represents the Community Capital Group at Company functions, business groups and civic organizations to maintain wide referral network and enhance sales performance
- Represents the bank and the Community Capital Group on non-profit and fund investment/loan committees and Boards
- Maintains current investment risk ratings. Makes appropriate comments in Customer credit files to ensure information remains current; Takes appropriate action to correct deficiencies, including performing collection and workout activities as needed on delinquent accounts, with help from more experienced personnel as necessary
- Divests investments as appropriate after required holding periods have expired
- Manages existing tax credit portfolio to track investment results, ensure conformity with terms and adequacy of documentation and identify areas of credit weakness or delinquency; Coordinates with accounting and tax areas to ensure investments are properly recorded
- Ensures investments obtain market rate yields on all product types to maximize the investment return to the Bank
- Develops new low income equity investment products that satisfy CRA guidelines as well as deliver better yield and diversification. Contributes suggestions and leads initiatives to enhance overall CRA investment program
- Develops and maintains productive business relationships with national and local low income tax credit syndicators, real estate developers, commercial lenders, non-profit agencies, venture capital firms and other referral sources to generate investment opportunities that meet the Company's limited partnership equity investment criteria. Identifies deals good for the Company as well as the community in four areas, including low income housing, historic buildings, new markets credits and venture capital; Evaluates syndicator performance on an ongoing basis to ensure standards for investment quality and return are maintained
- 4 Year Degree or equivalent experience
- 5 Years of related experience
- Five years or more of investment experience needed
- In-depth knowledge of tax credit investment programs and related state and federal regulations, including CRA, IRS, Low Income Housing Tax Credit (LIHTC), New Market Tax Credit (NMTC) and Historic Tax Credit (HTC) and other regulations
- Strong understanding of commercial business development techniques and credit decisions
- Strong knowledge of commercial real estate lending practices
- Strong credit and financial analysis skills
- Experience building strong business relationships both internally and externally
- Versed in all aspects of investment analysis
- Extensive negotiation skills and experience
- Excellent overall communications skills, with ability to work with a wide range of people
