Technica Corporation is seeking a highly motivated, dynamic, self-directed individual to fill the role of Director of Proposal & Capture. This individual will manage proposal resources, manage the development of proposals, and coach capture teams and proposal teams on pre-proposal and proposal methodologies. This role will coordinate all aspects of the proposal lifecycle to include desktop publishing, graphics design, color team reviews, etc. The Proposal Director will typically be assigned as the proposal manager for the company’s largest and/or most strategically important proposals. Additionally, the person is responsible for: managing functional resources assigned to the proposal and on-time submittal of a 100% compliant proposal that is compelling; partnering with Capture Managers to integrate the win strategy and solution into a proposal structured for compliance with proposal requirements and ease of evaluation; participating in the development and review of proposal strategies and themes; and ensuring all administrative proposal requirements are addressed in accordance with industry best practices for federal proposal management.
Additional responsibilities include:
- Reviewing, analyzing, and interpreting RFPs and related documentation.
- Developing proposal kickoff packages.
- Preparing and writing proposal documentation that is clear, compelling, and grammatically correct.
- Delivering 100% compliant, compelling proposals on-time.
- Identifying proposal efficiency opportunities including process improvements, new tools, and reuse of existing proposal content.
- Coaching/facilitating capture teams during the strategy and pre-proposal phases to ensure the proposal team is well positioned to develop a winning proposal.
- Managing personnel including establishing performance goals, providing regular performance feedback, managing workload conflicts, and addressing workforce relations issues.
- Building relationships with senior-level internal stakeholders and partners and thrive in a highly interactive team environment.
- Conducting business briefings for senior and top management and for external representatives.
- Negotiating with management and attempting to influence senior level leaders regarding matters of significance to the organization.
- Working autonomously as well as collaboratively, managing multiple deadlines in a fast-paced, often changing environment, while demonstrating direct attention to detail.
This position may require travel and will require periodic overtime, as necessary, to complete proposal tasks on time.
This position can support a limited hybrid work schedule with the specifics being determined with the manager and selected candidate. When in-office, the candidate will report to Technica’s Corporate location in Dulles, VA.
Requirements
- Bachelor's Degree in a related business discipline and/or equivalent education and experience.
- 16 years related work experience in proposal management, capture management, business development, etc.
- 9-13 years of related experience managing proposal and production efforts in a government contracting environment.
- Prior management of and demonstrated effective leadership in managing a proposal team.
- Excellent working knowledge of Government procurement regulations (FAR / DFARS, etc.), the U.S. Federal acquisition process and RFPs, and procurement integrity ethics.
- Proven experience aggregating, analyzing and presenting data gathered from multiple sources.
- Demonstrated experience producing high quality written products such as proposals, memoranda, presentations and correspondence.
- Advanced knowledge of the principles and practices of proposal development, including technical research, writing and editing.
- Demonstrated experience working multiple projects and priorities simultaneously to deliver on time.
- High-level of expertise in the Microsoft Office Suite (Outlook, Word, Excel, PowerPoint and SharePoint).
Desired
- Able to obtain Secret clearance
- Business development experience in research & development, network engineering and agile software development.
- Demonstrated experience communicating clearly orally and in writing, and produce high quality written products such as memoranda, presentations and correspondence
- Knowledge of Technica’s products, services, and customer base.
