Director Chargemaster Services
Work Location: Texas Health Resources, Arlington. Hybrid remote/office position to start with 1-2 days in the office. May increase due to projects, meetings and other needs.
Job Summary
The Director is responsible for overall operational leadership, oversight and directing the day to day operations of the Chargemaster Services Department.
Develop chargemaster strategic programs and priorities to contribute to Texas Health's financial health. Responsible for compliance and quality standards for assigned Chargemaster functions.
Job Duties
Direct a multi-hospital system-wide standardized chargemaster program and department.
Develop strategy and provide guidance and advice throughout the system on all matters relating to regulatory and billing compliance issues for the management of the facility chargemaster and pricing. Establish/monitor/audit chargemaster processes to ensure Texas Health is in compliance with federal, state, local regulations, private payers and other applicable legal and regulatory requirements.
Serve as a subject matter expert and accountable leader with technical competence for system-wide facility chargemaster standardization and optimization.
Serve in a senior staff capacity to facility department directors in identifying billing compliance risk areas, formulate corrective action plans and work with facility leaders to achieve billing compliance.
Identify opportunities for optimum chargemaster utilization to enhance revenue cycle efficiency.
Lead and manage the chargemaster department to ensure approved people, process and technology edits and changes result in compliance with CPT/HCPC coding, National Uniform Billing Committee (NUBC) revenue codes, billing, payor, and regulatory requirements.
Oversight of CMS and Texas Hospital Price Transparency rules and regulations.
Direct a process by which all chargemaster changes, updates and additions are systematically reviewed, implemented, coordinated and communicated.
Serve as the definitive resource to respond to inquiries related to chargemaster billing compliance. Coordinate with Texas Health Revenue Cycle, Texas Health Billing Compliance Committee, Texas Health System Compliance Officer (as required) and other departments as needed to address all issues related to chargemaster billing compliance.
Coordinate ongoing chargemaster review of codes, descriptions and pricing.
Coordinate the annual updating of CPT/HCPC coding and National Uniform Billing Committee (NUBC) revenue codes.
Research billing, coding and pricing requirements when new procedures and/or products are introduced.
Responsible for updating the Texas Health Chargemaster Maintenance Handbook and other chargemaster procedures/policies
Establish controls and quality review mechanisms to ensure that system changes and procedures are being followed correctly. Establish performance metrics and KPI’s that align with benchmark standards and result in daily maximum output supporting chargemaster maintenance and fee schedule pricing for Texas Health.
Oversee the activities of outsourced/ partnership with external vendors including implementation and on-going performance.
Keep abreast of new technology and other issues impacting the chargemaster functions.
Provide and/or arrange for training of department Directors and/or their designees in use of charging within the chargemaster to ensure compliance.
Develop Strong Working Relationships.
Lead or participate in work with peers and other departments to create an excellent understanding of workflows and interdependencies, and to identify and implement strategies to improve revenue cycle performance.
Foster a culture of improvement, efficiency, and innovative thinking.
Work collaboratively with various chargemaster teams (supply chain, pharmacy, professional billing) as needed.
Serve as a member of the Texas Health Charge Advisory Council.
Assist with development, approval and maintenance of system-wide billing policies to enhance billing compliance in the use of the Texas Health chargemaster.
Review charging/billing policies and update as required.
Communicate chargemaster changes and activities to address new and upcoming changes/issues.
Perform other projects and responsibilities as needed/assigned.
