POSITION SUMMARY:

This position contributes to the fulfillment of Thayer County Health Services vision and mission by exercising appropriate judgment based on knowledge and skills, developing, organizing, and directing all aspects of the pharmacy department; including participation in duties performed by the pharmacist.

SHIFT: Days; Full Time; Exempt SUPERVISION: Reports to Chief Executive Officer

JOB QUALIFICATIONS:

  • Pharmacy degree from an American Council for Pharmacy Education (ACPE) accredited school of pharmacy required.
  • PharmD preferred.
  • State of Nebraska Pharmacist License required.
  • Three years of pharmacy experience required.
  • Three years of healthcare management experience preferred.


PRINCIPAL RESPONSIBILITIES:

  • Plans, organizes, and supervises activities within pharmacy services in accordance with facility, governmental and other regulatory standards.
  • Monitors and informs staff of new drug regulations.
  • Prepares and dispenses medications within the facilities while ensuring prescription and medication orders are accurate, complete, and appropriate for the individual patient and in compliance with all state and federal legal requirements.
  • Oversees the 340B program to ensure compliance with applicable requirements.
  • Establishes billing and pricing procedures for the pharmacy operations subject to the approval of Administration and ensures that medication is controlled throughout the facility.
  • Processes cash and credit transactions as required, giving patients proper receipts and related information.
  • Prepares and dispenses medication orders for patients and instructs patients on effects and potential side effects.
  • Evaluates patient profiles and comprehensive drug data file to evaluate orders for any incompatibilities.
  • Establishes procedures for dispensing all medications in accordance with existing state and federal laws.
  • Ensures records are maintained in accordance with laws.
  • Ensures correct compounding of special formulas.
  • Establishes drug control procedures and methods of storage of medication, equipment, and supplies.
  • Supervises the IV additive program, guaranteeing an aseptic environment for preparation.
  • Provides specialized pharmaceutical services to improve drug usage and therapeutic outcomes including, but not limited to, advising physicians on issues concerning drug therapy, the inherent toxicity of drugs and their side effects, as well as assisting in the prescription of the appropriate doses and ensuring that adequate quantities of drugs and supplies are ordered and maintained.
  • Implements decisions of the Medical Staff Committee and works with the Medical Staff to establish a formulary system, including evaluation for additions and deletions.
  • Makes daily rounds with the medical staff to provide professional drug information and assistance and consults with patients to determine medication compatibility.
  • Conducts and evaluates medication use reviews as needed, assessing patient compliance and outcomes; and suggests modifications so as to achieve desired outcomes; instructs patients in the proper use of prescribed drugs and makes patient care rounds with physicians to evaluate patient progress as needed.
  • Individualizes medication regimens using sound principles.
  • Ensures that medicinal products are stored appropriately and securely to ensure inventory is maintained in accordance with state and federal requirements.
  • Orders and restocks drugs for dispensing, including soliciting bid prices and establishing pricing structure for pharmaceuticals.
  • Controls narcotic, barbiturate, and DEA drugs by establishing proper records for receipt, issuance, and use.
  • Writes guidelines for drug use within the hospital and long-term care facilities, prepares drug and therapeutic bulletins and implements necessary regulations and related hospital/departmental policies and procedures.
  • Monitors new and upcoming regulatory changes and ensures department/organization are in compliance.
  • Maintains written policies and procedures for the department.
  • Develops departmental goals and objectives.
  • Develops and maintains a professional working relationship with the medical staff.
  • Evaluates performance and recommends merit increases, promotions, and disciplinary actions.
  • Collects data, prepares reports, answers correspondence, and compiles statistics for administration.
  • Creates efficient, effective processes in all aspects of pharmacy actions and responsibilities.
  • Participates in professional development activities.
  • Participates in volunteer activities that promote community, hospital, and individual growth.
  • Develop and maintain an environment of safety.
  • Directs departmental financial operations by validating daily revenue (if applicable), analyzing monthly revenue and expenses, and reporting budget variances, and engaging in developing and adhering to the budget.
  • Recruits, interviews, and selects qualified candidates while following established hiring practices and guidelines.
  • Orients new employees and provides training to department staff in an appropriate and thorough manner.
  • Develops and implements a training program for pharmacy students and provides education as a preceptor for affiliated institutions and their students accepted for rotations at TCHS.
  • Ensures that the confidentiality of patients’ medical records, financial records, employee records, and organizational records is maintained.
  • Participates in TCHS committees, quality assurance, performance and quality improvement initiatives, and activities which support the facility and department operations.
  • Creates an environment of transparency, respect, and open communication within own department and other departments.
  • Participates in professional development activities and maintains professional affiliations as applicable.
  • Reviews and approves timecards as applicable.
  • Performs other duties as required and assigned.


PERFORMANCE STANDARDS:

  • Maintains and promotes good health practices.
  • Will conform to TCHS procedures and policies.
  • Will perform all duties as described by the job description within the scope of licensure.
  • Maintains current professional license in accordance with state law.
  • Does not discuss patient matters such as medical treatment, diagnosis, or history outside of the clinical setting in; keeping in compliance of HIPAA.
  • Understand and comply with the requirements of Thayer County Health Services’ Compliance Program, including, but not limited to, the Code of Conduct, the Compliance Manual, all supporting policies for compliance and compliance plans.
  • Participate in all education and training programs regarding compliance as required by organizational policy and as requested by supervisor.
  • Consistently support the Compliance Program through personal example; the provision of day-to-day instruction and correction to employees in regard to compliance-related issues; application of appropriate discipline as required for compliance violations; and ongoing monitoring of activities and work product in areas of responsibility with respect to compliance related issues.
  • Identify departmental and/or facility performance improvement opportunities and actively engage staff as appropriate to promote performance improvement initiatives. Establish, modify, and monitor department specific performance improvement opportunities. When appropriate, develop action plans and report to Performance Improvement Committee.
  • Demonstrates formal greetings with patients, visitor and TCHS staff.
  • Willingly accepts new responsibilities and cooperates with implementation of change.
  • Dresses in a neat, clean uniform for patient care; maintains high personal hygiene standards.
  • Demonstrates respect, integrity, compassion, and excellence through a “We Care” philosophy with all patients, visitors, and TCHS staff.


WORKING CONDITIONS:

  • Indoor, smoke free, climate-controlled environment.
  • Possible exposure to unpleasant odors or fumes, intermittent unpleasant conditions, liquids, and chemicals.
  • Must be able to tolerate a moderate noise level.
  • Possible exposure and contact with bio-hazardous materials and communicable diseases.
  • Health care workers who prepare or administer hazardous drugs or who work in areas where these drugs are used may be exposed to these agents in the air or on work surfaces, contaminated clothing, medical equipment, patient excreta, and other surfaces. Studies have associated workplace exposures to hazardous drugs with health effects such as skin rashes and adverse reproductive outcomes (including infertility, spontaneous abortions, and congenital malformations) and possibly leukemia and other cancers. The health risk is influenced by the extent of the exposure and the potency and toxicity of the hazardous drug. Due to these risks, all pharmacy staff are required to be fitted annually for a filtered respirator.
