Child Development Services Manager ( Headstart Experience Required-Active Director's Credential )

SUMMARY:

The Child Development Services Manager reports to the Program Operations Director. Responsible for administrative and management oversight of a Head Start/Early Head Start Center(s) with enrollment exceeding 120 children. Responsible for the management of Head Start/Early Head Start services at the center(s). Work involves planning, controlling and supervising the day-to-day operation of the center staff, managing the day to-day operation and service delivery of the entire center.

Work is performed under the supervision of the Program Operations Director and is reviewed through monitoring, conferences, reports and evaluation of center’s effectiveness. Implements the program’s management systems and procedures i.e., involving parents, planning, communication, record keeping and reporting, ongoing monitoring and self-assessment.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Includes the following:

  • Oversight of assigned center(s) to ensure management systems are implemented in the areas of planning,communication, record keeping and reporting, ERSEA, Human Resources, monitoring and evaluation.
  • Works closely with Program Operations Director and other Management staff for technical assistance to ensure implementation and timely delivery of health, nutrition, safe environment, disabilities, mental health, family & community, transportation, education and early childhood development, fiscal and program design & management services in accordance with Performance Standards.
  • Works directly with the Child Development Services Coordinator to ensure that center staff plan and execute activities that are results oriented/outcomes measured in the delivery of services to children and families in accordance with program plans and procedures.
  • Ensures compliance with center licensing requirements and staff’s personnel files.
  • Develops plans, assigns and directs work; appraises performance and addresses concerns/complaints and resolves at assigned area.
  • Assigns staff to ensure adequate staffing in daily center operations.
  • Monitors staff individual Professional Development Plan to ensure compliance with state and federal education requirements.
  • Monitors attendance to maintain enrollment and average daily attendance of 85% or above.
  • Arranges and coordinates the internal safety (injury prevention), health, environmental and fire inspections of assigned center(s) as required by the State of Florida Department of Children and Families. Follows through on deficiencies and recommendations cited.
  • Ensures center(s) obtain and maintain NAEYC accreditation.
  • Monitors Child Care Food to ensure compliance with local, state, and federal regulations are followed.
  • Monitors the organization and attendance of parent meetings/trainings/activities, etc., to ensure parent committee functions are carried out on the center level.
  • Monitors the organization and attends monthly staff meetings, Service Delivery Team Meetings and I.E.P./I.F.S.P. meeeetings to ensure effective management systems are executed on the center level.
  • Requests, reviews, and analyzes PROMIS/Teaching Strategies Gold reports to ensure timely delivery of services.
  • Conducts regular individual meetings and conferences with center staff to disseminate information and assess staff performance plans.
  • Review and approve requests and requisitions for supplies and equipment. Forwards receipts, bills (invoices) and packing slips to Office Supervisor.
  • Completes all written reports necessary for operation of assigned centers (i.e., monthly narrative, Head Start Statistical, in-kind, CCFP and attendance)
  • Monitors center budget and recommends allocation of funds for supplies and equipment.
  • Attends all pre-service, in-service trainings, agency events and appropriate professional and educational conferences and meetings to develop and enhance knowledge and skills as requested.
  • Reports suspected child abuse/neglect situations.

SUPERVISORY RESPONSIBILITIES:

Directly supervises: Child Development Services Coordinator.

Indirectly supervises the following: Teachers and/or Caregivers, Administrative Assistant, Family Services Workers, Maintenance Worker, Food Services staff and volunteers.
