General Description:
The purpose of this position is to monitor and/or respond to a variety of communications with Transit Bus Operators and the general public and to schedule/check bus routes. Maintain documentation for reporting purposes, such as confidential client information, driver’s hours and mileage and passenger information. Schedule paratransit trips, review paratransit applications and verify medical provider’s information. Assist supervisor with assigning tasks/routes to each driver on a daily basis. This position works under general supervision according to some procedures but decides how or when to complete tasks.
Minimum Education and Experience Requirements:
High School Diploma or GED and one to two years’ experience in the operation of passenger vehicles, and some computer skills. The equivalent combination of education and related work experience may be considered.
Special Certifications and Licenses:
Valid Class A or B Commercial Driver's License (CDL) with Passenger Endorsement and current DOT Medical Card required.
Desirable Knowledge, Skills and Abilities:
- Thorough knowledge of passenger safety as it relates to wheelchair restraints.
- Knowledgeable regarding bus operations, CDL requirements, safe driving techniques and basic mechanical functions.
- Knowledge of and strict adherence to Federal Transit Administration rules and regulations.
- Skilled in various computer software such as Excel, Word, Outlook, etc.
- Ability to maintain courtesy under stress, while dealing with the public and representing the City in a positive manner.
- Ability to learn all aspects of the transit operating systems for both fixed routes, and paratransit operations.
- Ability to operate transit software as required to successfully perform daily duties and responsibilities.
- Ability to prepare clear, concise, and complete documents.
- Ability to drive during all weather conditions; day and night.
- Ability to perform pre-trip and post-trip inspections of transit vehicles for mechanical and/or safety issues.
- Ability to maintain a general working knowledge of streets, routes, detours and bus stops within Rock Hill Transit coverage area.
- Ability to deal courteously and effectively with representatives of other organizations and the public.
- Ability to maintain confidentiality of work-related issues, customer information and City information.
- Ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines.
- Ability to maintain positive customer-focused relationships with co-workers, supervisors, agencies, the general public, and all other internal and external customers. Personally demonstrates appropriate customer service skills.
- Work is performed onsite. The incumbent must be present at work to perform the essential functions of this job.
Essential Job Functions:
The essential functions include, but are not limited to the following:
- Provides knowledgeable, professional, courteous, support and information to Transit Bus Operators, the general public and Rock Hill Transit passengers.
- Provides daily assistance to the Transit Bus Operators ensuring they have the most up-to-date resources and information needed to perform their jobs safely, effectively and efficiently.
- Coordinates daily work assignments for drivers using sound judgement, while ensuring balanced scheduling.
- Clearly conducts professional radio communications with Transit Bus Operators according to acceptable standards.
- Communicates and reports emergency situations to various parties in an expeditious manner.
- Monitors and adjusts fixed-route and paratransit services using CAD/AVL software programs.
- Responsible for accurately completing daily and weekly reports, such as service requests, scheduling information, driver’s hours, vehicle mileage, ridership data, calculated on-time percentages, vehicle maintenance logs, work orders, etc. Presents analysis to management.
- Responsible for trouble-shooting, communicating and resolving unexpected schedule gaps, operator issues, maintenance problems, traffic pattern changes, weather impacts, etc.
- Promptly responds to service requests and provides detailed instructions and information to Transit Bus Operators for resolution.
- Answers and resolves all internal and external calls received via MyRide’s publicized phone number.
- Accurately and legibly completes accident and incident reports, as required.
- Safely and proficiently transport passengers on City buses along designated routes, as staffing levels and business necessity requires.
- Some outside working hours may be required for staffing, special events or training.
- Performs other related work as required to meet organizational need.
