PUBLIC HEALTH NURSING
The Division of Public Health is comprised of an inter-professional team that promotes and demonstrates best practices of population level wellness through a highly diverse and talented workforce. Focusing on population level prevention our team engages in health policy development, community level assessment, community health improvement planning, partner collaboration building, public health education and proactive wellness intervention. With a County overall health ranking of 11th in California the Division of Public Health has a broad catalog of comprehensive prevention programs including Maternal Child Adolescent Health family oriented nursing services, Special Supplemental Nutrition Program for Women, Infants, and Children, California Children’s Services, preventive clinical services focusing on contagious diseases, Snap Ed, Oral Health and Tobacco Use Prevention services.

THE OPPORTUNITY
The Public Health Nurse Manager will plan, organize, oversee, and direct activities and services for public health nursing practice and the work of nursing and other professionally licensed staff performing difficult, complex, and technical duties related to public health services through a variety of clinic and field services; assist with program planning and budgeting; coordinate assigned activities with other County departments and outside agencies; provide highly responsible and complex professional assistance to County staff and the public in public health promotion and service delivery activities. The incumbent serves as the Director of Public Nursing as outlined in California Code of Regulation Title 17 Public Health. 

     The selected candidate will have the opportunity to:
  • Develop and/or manage and administer public health nursing based on community assessment data and overall Public Health Division service goals and objectives.
  • Evaluate nursing practice proficiency, California Practice Act compliance, adherence to  nursing  professional code of conduct and advise the County on best practices and areas of improvement
  • Select, train, evaluate, and discipline subordinate staff.
  • Serve as a resource for interpreting federal, state, and local standards of public health nursing practice
  • Assist in the development of management systems, procedures, and standards for program monitoring and evaluation; assure proper procedures are in place and followed.
  • Perform analysis and prepare detailed written reports of findings pertaining to the quality and efficiency of services provided within public health nursing programs. 
  • Assist in the preparation of program budgets in support of the overall Division budget. 
  • Coordinate the application, execution, and monitoring of grants within the Division; develop directly or through delegation scope of works, budgets, periodic or annual reports. 
  • Assist subordinates and peers in planning and organizing community level outreach, intervention, and events; review and evaluate schedules, staffing and caseload ratios, and case assignment appropriateness.
  • Perform other duties as assigned.

A combination of the required experience, education, and training that would provide the essential knowledge, skills, and abilities is qualifying; however, education may not solely substitute for the required experience.

Equivalent to a bachelor's degree in nursing from an accredited four-year college or university;

AND 

Three years of supervisory or administrative public health nursing experience which included involvement in fiscal management and program planning, development and administration.  

 A Master's degree in nursing, public health, or advanced nursing practice is desirable.

 Licenses and Certifications:

  • Possession of a California Registered Nurse license issued by the California State Board of Registered Nursing or eligibility for Registered Nurse licensure reciprocity in the State of California.
  • Possession of a California State Public Health Nursing certificate.
  • Possession of, or ability to obtain and maintain, a valid California Driver's License by time of appointment and a satisfactory driving record.
