The Fresno County Employees' Retirement Association (FCERA) is offering an excellent opportunity for an experienced, organized individual interested in the position of Retirement Benefits Manager . T he Retirement Benefits Manager is responsible for managing the daily activities of the Benefits Services Unit which services and counsels members and retirees, processes service retirement and disability retirement applications, death benefits, separation benefits, and purchasable service requests.
The F resno County Employees' Retirement Association (FCERA) , headed by the Retirement Administrator, is responsible for controlling and accounting for contributions and investment income under the direction of a nine-member Board of Retirement. FCERA is an independent association established by the County Employees Retirement Law of 1937 and is subject to the laws governing fiduciaries. The Association provides retirement benefits for eligible employees of the County of Fresno, Superior Courts of California (Fresno), and participating agencies including the Fresno-Madera Area Agency on Aging, Clovis Veterans Memorial District, and Fresno Mosquito and Vector Control District.
Please note: The eligible list established from this recruitment may be used to fill both extra help and permanently allocated positions. Individuals selected for extra help appointment may be transitioned to a permanently allocated position at a later date as authorized by the Fresno County Personnel Rules.
Positions in this classification are in Medical Group I - Light Physical Activity (Personnel Rule 8). This group includes positions which require only light physical effort and may include lifting of small, light objects and some bending, stooping, squatting, twisting, and reaching. Considerable walking or standing may be involved.
Eligible candidates must be able to perform the essential functions of the position with or without reasonable accommodation.

Minimum Qualifications Education : Possession of a bachelor's degree with at least fifteen (15) semester units in Business Administration, Public Administration, Finance, Economics, Accounting, or a closely related field that is acceptable within the United States' accredited college or university system.
Experience : Four (4) years of full-time, paid work experience involving payroll or benefit calculations and interpretation of legislation, regulations, and agreements, of which one (1) year must have been gained in a supervisory or lead capacity. Your application must clearly identify lead or supervisory experience.
License : Possession of a valid Class "C" driver's license, or equivalent.

- Certify Without Examination - In instances where the number of eligible candidates is less than or equal to the number of qualified applicants the Department is entitled to receive under Personnel Rule 4212, the competitive examination process will be waived and the names will be certified without an examination.
- Oral Examination - An oral examination includes a panel consisting of at least two members within a similar field of expertise as the vacancy. Candidates are asked structured questions and must respond orally to allow the panel to evaluate the specific qualifications of each applicant.
