The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.

 

HJF is seeking a Deputy Director of Corporate Proposals to develop the strategy to understand HJF's customers' most important requirements and lead HJF's efforts to win the business to address these needs. This position supports HJF's Business Development Department and works under the general direction of the Senior Director of Business Development.

Responsibilities

  • Management and Oversight of Multiple Capture and Proposal Efforts:
    • Facilitates development and review of proposal strategies, win themes, pricing strategies, and capture/proposal management plans.
    • Develops storyboards and proposal sections, reviews completed sections to ensure requirements are adequately addressed.
    • Analyzes the RFP/bid requirements against the proposal to ensure both compliance and responsiveness.
    • Builds proposal compliance matrices, tracks progress and fulfillment of all requirements.
    • Facilitates the selection of past performances for specific proposals.
    • Conducts milestone reviews and internal evaluations of the technical, management, past performance and overall proposal approaches.
    • Directs writing/editing/rewriting efforts of the proposal team and/or authors sections of proposals as required.
    • Works with teaming partners to coordinate proposal efforts.
    • Coordinates with other associated HJF departments/teams to ensure proposal documents conform to HJF policies and guidelines.
    • Participates in pricing strategy discussions.
    • Cultivates and maintains a library of templated proposal material.
    • Submits well-written, grammatically correct, and highly competitive proposals.
  • Management Support for Capture & Corporate Proposals (CCP) Pipeline:
    • Supports Senior Director, Business Development and other BD Directors in designing capture strategies and planning resource needs.
    • Reviews and analyzes BD opportunity pipeline to plan for proposal support needs.
    • Identifies and cultivates relationships with subject matter experts (SMEs) on a case-by-case basis that assist in developing strong proposals.
    • Provides input on all Bid/No-Bid decisions.
    • Maintains proposal records and reports on submission metrics.
  • Overall Management, Supervision, Direction, Compliance Oversight:
    • Leads the effort to document and standardize the proposal practices utilizing policies, standard operating procedures, checklists and other tools to develop and maintain high quality and winning proposal efforts.
    • Conducts proposal training and mentors staff, writers, and reviewers.
    • Identifies and introduces best practices for the proposal process including effective teaming arrangements with prime & sub-contractors and SMEs.
    • Introduces new tools, templates, and processes to improve win probability and proposal quality.
    • Coaches proposal team members on compliance, adherence to company policies and guidelines, and tenets of effective proposal writing.
    • Champions and reinforces organizational compliance with business development and capture processes.
  • May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.

 

Required Knowledge, Skills, and Abilities

  • Understanding of federal government procurement, solicitation processes, and compliant proposal production.
  • Experience responding to medical research and development support requirements.
  • Experience managing multiple simultaneous capture and proposal efforts, to include managing and coordinating the efforts of other capture and proposal personnel by planning resource assignments, performing quality assurance, and installing process, tools and templates for team use.
  • Proficiency in translating federal solicitation details into language and action items for non-public sector professionals.
  • Must be highly flexible in order to support response to multiple, simultaneous, fast-turn proposal responses.
  • Skilled at gathering and distilling information from internal resources, online forms and other channels, and translating to formal written documents.

 

Supervisory Responsibilities

  • Direct Supervisor: Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities.

  • This position will take place primarily in an office setting.

 

Education and Experience

  • Bachelor’s Degree in Business Administration or similar field is required. Master’s Degree or Doctoral Degree is a plus.
  • More than 10 years of experience is required.

 

Some positions or sites may require that the incumbent be fully vaccinated against COVID-19. Proof of vaccination may be required.
