The Maryland-National Capital Park and Planning Commission (M-NCPPC), Department of Parks and Recreation, Prince George’s County, is seeking an Arts Coordinator, in the Arts and Cultural Heritage Division (ACHD).

Job Description: monitors the day-to-day operations, maintenance and activities of the Art Centers, Montpelier Arts Center, Prince George’s Publick Playhouse for the Performing Arts, Harmony Hall Arts Center, and Bowie Fine and Performing Arts Center. This position sets deadlines and reviews the facilities' proposed annual programs and exhibition schedules to ensure that artistic and cultural needs of the general community and the arts community are met; makes programming recommendations; ensures programming addresses revenue requirements; recommends arts center improvements and renovations and repairs; requests needed maintenance; reviews arts center staffing requirements, staff schedules and approves time cards and leave requests; solicits community input and feedback for programs; attends events; and occasionally reviews classes to ensure quality and participants are registered and holds regularly scheduled meetings with staff. Responds to inquiries and requests for information, concerns and complaints from citizens, user and citizen groups and organizations and government agencies, and citizens and volunteer organizations. Ensures that all financial documents and reports are properly processed on a timely and accurate basis in compliance with audit procedures, Commission and Departmental Policies; all purchasing procedures are properly executed as prescribed by Commission Policy. Oversee the research and preparation of grant application/reports in compliance with submission deadlines.Program Management
  • Reviews and approves preparations and activities for arts center programs and established ACHD annual activities (summer camps, arts classes and workshops, Youth Art Month activities, cultural heritage programs, community festivals and concerts).
  •  Works with arts center directors to develop new programs and arts initiatives (residencies, etc.)
  • Works with arts center directors to plan programs and services for the development of local artists, meets regularly with county artists and arts organizations to provide information on M-NCPPC services and arts opportunities or to review work and provide technical assistance.
  • Works with staff to provide opportunities to share the work of county artists with the community.
  • Coordinates arts programs with other department units, divisions and other external agencies.
  • Monitors the preparation of rental contracts and the negotiation of artists’ contracts and fees in full compliance with Commission Policy.
  • Oversee arts grant applications and sponsorship requirements.
Staff Management and Supervision
  • Holds regular formal and informal meetings with art centers directors to plan programs and services, sets program expectations and goals and ensure open communications and information-sharing opportunities.
  • Reviews, approves and/or sets work schedules for arts center directors.
  • Approves time cards and leave requests.
  • Sets goals and objectives for providing an array of arts experiences and services, with work unit, to benefit the general community and the arts community of Prince George’s County in the visual, performing and literary arts.
  • Appropriately evaluates and counsels arts center directors’ performances in compliance with Commission Policy, and initiates appropriate recognition and disciplinary actions, as well as all relevant administrative documents and reports, in a timely fashion.
  • Effectively participates in hiring process in full compliance with Commission Policy and the Commissions EEO/AA Plan, specifically relevant to the (1) recruitment and selection of contract employees and (2) interviewing and recommendation for career position vacancies.
Budget Management
  • Manages assigned budgets.
  • Prepares annual budget requests for work unit; aligns expenses appropriately with proposed work program and provides budget justifications.
  • Works with art arts center directors to create spending plans within approved budget; ensures that spending plans are updated monthly to reflect up-to-date activity.
  • Have directors within work unit complete cost recovery plans (in advance and for actuals) for programs to show direct program costs (ex. camps, classes, performances) and/or demonstrate how a program meets department standards and goals for community service (ex. exhibits, special events). 
  • Reviews program costs with arts center directors and make adjustments as necessary for justifiable and efficient use of resources.
  • Prepares quarterly projections for work unit, indicating estimated under or overages for revenues and expenditures; recommends reallocation/re-directed spending of funds if applicable.
  • Reviews and approves purchase requisitions, check requests, contracts, and purchase card requests for work unit.
Community Relations
  • Oversees the planning, development, promotion, coordination, implementation and evaluation of a varied and comprehensive program of activities in Countywide Arts and Cultural Heritage Division facilities, as well as other locations in the County.
  • Assists with and coordinates activities and events with other Commission Divisions, government agencies and citizen volunteer organizations.
  •  Responds to inquiries and requests for information, concerns and complaints from citizens, user and citizen groups and organizations and government officials in a prompt and appropriate manner.
  • Reviews and recommends responses to inquiries for partnerships or support of community events to ensure greater access to arts experiences county-wide.
  • As an official Commission liaison, successfully meets with and attends all functions/ events of assigned friends and advisory boards.
Marketing
  • Oversees the development and implementation of marketing plans to brand and promote the art facilities’ programs and services.
  •  Approves updated content for website within prescribed work flow. Provides content as necessary to reflect and communicate programs and services offered. 
  •  Regularly reviews division social media activities on Facebook and Twitter for appropriateness and inclusiveness of all division arts programs and activities. 
  •  Reviews work unit’s submissions to the quarterly Guide to Parks and Recreation.
  • Reviews and approves all work unit’s publicity materials prior to printing or distributing; makes edits and design recommendations as needed.
  • Monitors all marketing materials for meeting department standards.
  • Reviews program surveys collected by arts center directors and recommends changes to programs/services as needed.
Division Administration and Other Duties
  • Serves on department committees, as assigned.
  •  Attends department programs and trainings.
  •  Attends professional development workshops and conferences.
  • Participate in membership organizations like MRPA, NRPA, AFTA as speakers, volunteers, committee and board members, etc.
  • Investigates accidents, complaints, etc.
  • Serves as part of Division Leadership Team. Assists with the planning of new arts facilities or arts components within regional centers.
  •  Manages and serves as the liaison for the department’s partnerships administered by the Arts & Cultural Heritage Division.
1. Bachelor's degree or four years progressively responsible experience in arts, music, recreation, business administration or management, or related areas, and five years of professional experience in one of these fields; or master's degree in the same areas and three years of similar experience; or

2. An equivalent combination of education and experience.

3. Valid Maryland driver's license or the ability to acquire one.
