Salary Range $150,000 - $170,000 / year
The Department of Specialized Clinical and Psychiatric Services (SCPS) consists of psychiatrists, psychologists, therapists, and administrators working within our five clinics and utilizing models including Trauma-Focused CBT, Child-Parent Psychotherapy, Trauma Systems Therapy, CBT for anxiety and depression, and specialized individual and family therapy for LGBTQIA clients, among others. We work in multidisciplinary teams with low caseloads, high support, and data-driven operations.
The Vice President of SCPS is responsible for program policy and development and the administration, coordination and monitoring of treatment delivery and assessment services for children/youth and their families residing in foster boarding homes and congregate care at New York Foundling as well as youth residing in the community and engaged in services at the Article 31 Home of Integrated Behavioral Health Clinic. The VP is also responsible for quality assurance. The Vice President of SCPS reports to the Senior Vice President of SCPS.
Responsibilities
Major Duties and Responsibilities:
Lead and oversee the clinical services of SCPS, ensuring clinical excellence, effectiveness, and appropriateness of treatment delivery, assessment services, and engagement of youth and families.
Identify population needs as well as effective and evidence-based treatment programs, innovative practices, and engagement strategies to address those needs and improve the care of our clients, as well as training and skill development needs for staff to implement these programs.
Supervise Assistant Vice Presidents and directors responsible for implementation of 29i services for youth in foster care and congregate care. Supervision includes administrative (process development and training on regulations, billing) and clinical oversight of mandated mental health services provided to such youth throughout their stay in foster care.
Supervise Assistant Vice Presidents and directors responsible for mental health services provided at the Article 31 Home of Integrated Behavioral Health clinic.
Supervise SCPS department administrative assistant including bi-weekly meetings, approval for all purchasing, review of payroll and approval for PTO/Sick time for departmental staff.
Provide administrative and regulatory oversight of all SCPS programs.
Co-Lead monthly SCPS staff meetings and bi-weekly supervisors meetings.
Lead bi-monthly Referral Coordination meetings which includes processing referrals for SCPS trauma treatment services across all regions.
Collaborate with leadership of other departments including Foster Care, Child Welfare and Behavioral Health, and Medical department on shared census.
Ensure that all Federal, NY DOH, ACS, OCFS, and OMH policies governing the mental health assessment and treatment of children in our programs are strictly adhered to and that staff clinicians are kept abreast of the most current best practices.
Collaborate with QPC to ensure compliance with all regulatory policies, engage in regular audits and compliance meetings, and ensure that all mental health recommendations are implemented in a timely fashion.
Collaborates with IT, QPC and Finance in the maintenance of documentation and billing compliance for mental health providers.
In conjunction with the Development Department, write and apply for grants to support mental health service programming.
Participate in agency wide administrative meetings and committees.
Oversee hiring, termination, supervision, and time/attendance for all departmental staff.
Develop annual budget for Mental Health Department in conjunction with the SVP and Finance.
Conduct agency wide trainings as needed

Qualifications
Must have at least ten years experience in the field of mental health, at least five years of supervisory experience and extensive knowledge of the field of child welfare. PsyD, PhD, LCSW, or LMHC required.
Master's degree in psychology, Social Work or Mental Health Counseling
