POSITION: Human Resource Specialist


DEPARTMENT: Administration


LOCATION: Suisun, CA


SUPERVISOR: Corps Officer/Director of Operations


STATUS: Non-Exempt / Full-time

BASIC PURPOSE


The duties and responsibilities of the HR Specialist require the ability to handle confidential matters. The person in this job must know how to protect this information and prevent it from being compromised. You will also have access to Personal Health Information (PHI) as defined by HIPAA (Health Insurance Portability and Accountability Act) Regulations. You must protect PHI and ensure that this information is never shared with anyone who does not have rights to access PHI. Individuals will look to you for guidance on how to conduct themselves in the workplace, so be prepared to set the standard as HR Specialist for professionalism and to personally adhere to the policies as outlined in The Salvation Army, Employee Handbook.


Personnel


Provide orientation for new hires and ensure that all the proper documents are signed and placed in the personnel record.


Maintain an employee database to facilitate the preparation of legal, statistical and information reports.


Establish a "bring-up" file for timely processing of 90-day orientation reviews and annual employee reviews.


Administer policies and procedures as presented in The Salvation Army, Employee Handbook.


Assist Administrator, Department Heads, and employees with employee relations.


Develop and maintain an effective employee communications network.


Conduct in-service training for managers and supervisors when necessary. Covering topics related to HR Development, Safety Training, and Labor Laws.


Assist the Center Administrator with drafting correspondence, memos, policies, and procedures.


Compiles information as required for legal inquiries.


Makes recommendations and assists with employee recognition and appreciation activities.


Assure all personnel files are maintained and sent to Divisional Headquarters (DHQ) and The Salvation Army Mission Manager (TSAAM) according to The Salvation Army Standards.


Maintain records of Authorized Drivers, including annual Motor Vehicle Reports (MVR) and safety training and all special certifications.


Coordinate with managers and potential employees and implement new employee orientations and training.


Recruitment


Prepare internal and external announcements of job openings. HR Specialist will be responsible for working with our marketing team to boost positions externally to attract more qualified applicants.


Develop a range of recruitment sources including community-based organizations, Internet websites, print advertising and job fairs to attract the best applicants.


Screen applications and resumes for appropriate candidates for interview.


Conduct preliminary interviews and schedule candidates for 2nd interview with hiring manager.


Assure MVR is secured for new hires of appropriate positions.


Insurance Claims


Make timely reports to the Workers Compensation adjusters of all workplace injuries.


Maintain an active file and follow up for status of injured workers.


Safety


Become familiar with The Salvation Army Injury and Illness Prevention Program.


Fulfill duties of Safety Supervisor as described in the IIPP.


Work closely with DHQ HR Manager whenever there is an incident.


Become familiar with Summit Training and proper procedures.


Post OSHA Log 300 each year as required by OSHA regulations.


Report vehicle accidents to Claims Reporting Center and assist DHQ HR Manager in securing accident photos and scheduling repairs or estimates.


Report all property claims to Workers Compensation Insurance and DHQ HR Manager.


Benefits


Understand open enrollment periods and ensure that benefits are enrolled in a timely manner.


Maintains a good understanding of The Salvation Armys Retirement Pension Plan and assists DHQ HR with employee enrollment.


Misc.


Under supervision of the Corps Officer, work independently to provide general administrative support to the department.


Responds to employment and salary verification requests.


Participate in Department meetings as directed by Administrator.


Transcribe and produce correspondence.


When necessary, take minutes at meetings assigned, prepare, and distribute.


Prepare monthly reports as assigned.


Maintain Financial and HR files as directed.


Filing, typing, mailing, photocopying, inputting data, and faxing.


Maintain a usage calendar for the departmental conference room. This will include but is not limited to developing a schedule and distributing to all parties involved monthly all physical arrangements-i.e., room arrangements, menu, snacks, etc.


Carry out the decision and instructions given by supervisor in accordance with The Salvation Army Policies and Procedures.


Update bulletin boards as directed.


Keep the office clean and orderly.


Work phone and answering system.


Other duties as requested by the Administrator or his/her designate.


KNOWLEDGE, SKILLS, ABILITIES, AND OTHER QUALIFICATIONS REQUIREMENTS


Education Requirements:


High School graduate required and 1 years of office administration experience. BA or BS Degree in Business or Certificate in Human Resources is preferred.


Skills:


Five (5) years experience handling Human Resources and Benefits Administration with Office Management and supervisory experience preferred.


Be cordial, friendly, a team player and professional in carrying out your job responsibilities.


Must have excellent people skills.


Ability to prioritize work and multi-task simultaneous projects.


Must be able to multi-task and handle deadlines.


Have an essential proficiency in Microsoft Word, Publisher, and Excel and internet web sites.


Must be self-motivated, able to work with a minimum of supervision, adaptable and able to handle confidential matters.


Have good English, spelling, and communication skills.


Have good interaction and phone skills.


Interact professionally in all contact with the public and The Salvation Army Officers and staff.


Ability to communicate effectively and accurately.


Must have ability to empathize, communicate and work with a variety of people from diverse backgrounds.


Knowledge of Workers Compensation, OSHA regulations and CA Labor Laws a must.


Current valid Driver's license.


PHYSICAL REQUIREMENTS:


Ability to sit, walk, stand, bend, squat, climb, kneel, and twist on an intermittent or continuous basis.


Ability to grasp, push, pull objects such as files, file cabinet drawers, and other office equipment.


Ability to communicate clearly on the telephone.


Ability to lift up to 30 lbs.


Ability to perform various repetitive motion tasks.


CERTIFICATES, LICENSES, REGISTRATIONS


Must possess a valid California Class C Driver License, and the ability to drive a Salvation Army vehicle.


Must be 21 years or older.


Complete The Salvation Army vehicle course training.
