POSITION DESCRIPTION: Supervises and manages the daily operations of the Classification and Recruitment Section. Oversees the reviews and analysis of personnel actions requesting reorganization, position reclassification, add/delete, transfer or update action for respective districts and functional areas within the department. Ensures staff is properly trained. Tracks incoming and outgoing work product for the sections. Independently determines the proper classification and transaction based on analysis of the current and submitted documents. Works with unit staff, supervisors, managers, and district human resources managers on actions that have discrepancies or are improperly classified, making recommendations for proper resolution. Oversees job/desk audits to determine proper classification of positions.
Develops Quality Assurance requirements and training for Classification and Recruitment Section. Prepares training documents and works closely with the Organizational Development Office on deploying training on topics identified during quality assurance reviews.
Provides technical assistance and guidance on applicable state personnel statutes and rules. Provides guidance and technical assistance to District and Central Office Personnel on classification, recruitment and selection issues. Acts as the technical lead for the department reorganization requests and classification projects.
Works closely with the Quality Assurance and Policy Planning section to ensure that processes and procedures are updated and maintained for areas of responsibilities. Directs staff and inputs information from approved position descriptions into the People First Organizational Management System. Verifies and ensures accuracy of data and makes corrections as necessary. Creates, updates and deletes Other Personnel Services (OPS) positions in the People First System. Establishes and abolishes positions as requested.
Assists with special projects as assigned by management, such as legislative bill analysis, researches and analyzes florida statutes and applicable rules. Assists in the development and maintenance of related department policies and procedures. Evaluates current processes and procedures, and provides feedback for streamline and improvement.
Prepares material and justification to substantiate requests for position exemptions submitted to the Department of Management Services. Monitors such requests to determine their progress and ensure that requests are either approved or disapproved in an acceptable timeframe. Provides supporting documentation as required.
Coordinates the effective date of personnel actions with the originating offices, districts, Central Office Payroll and Recruitment Units. Coordinates with the Payroll Unit, Districts, and the Department of Management Services on the processing of pay additives and pay additive extension requests. Performs special projects as assigned. Acts as the final approver on Personnel Action Requests.
KNOWLEDGE, SKILLS AND ABILITIES: Working knowledge and skills with using word processing, spreadsheet and report writing software, including Microsoft Word, Excel, PowerPoint, Outlook and Teams; Knowledge of state purchasing practices; Knowledge of purchasing card processing and procedures; Knowledge of State of Florida Personnel Statutes and Rules and ability to interpret, apply and communicate applicable Statutes, Rules, regulations policies and procedures; Skilled at performing research, including knowledge of the methods of data collection and analysis; Knowledge of the state classification system and the People First system, specifically the Organizational Management Module; Knowledge of the state recruitment and selection system; Strong writing and oral communication skills; Ability to analyze and recommend effective processes and procedures for classification and pay; Ability to plan, organize and coordinate work assignments, as well as projects and activities, with strong attention to detail; Ability to analyze classification and pay reports, identify problems and develop recommendations for resolution; Ability to work independently; Ability to supervise employees.
OTHER JOB RELATED REQUIREMENTS: A Level II background investigation is required. Obtain and maintain CJIS certification. Occasional overnight travel may be required.
