POSITION DESCRIPTION: Participate in project planning and procurement of necessary systems and services. Guide system integration teams in developing new financial systems and reports. Perform analysis to identify system issues and trends, priority issues and support system updates and enhancements through all phases (planning, testing, and deployment). Oversee finance manual maintenance and updates, review and approve financial use cases development and maintenance. Provide training and guidance to vendor, review internal controls and financial policies and procedures, and update as necessary. Provide accurate and relevant information to management to facilitate decision making. Review monthly reconciliations of the balance sheet, toll activities and subsidiary ledgers. Serve as Finance contact for Partner and Fiduciary Agencies. Oversees the SunPass Fiduciary Fund year-end reporting. Serves as the Finance contact for interoperable agencies and regional interoperable hubs. Oversees the daily Finance operations, reconciliations, and settlements with the agencies. Serves as the Finance contact for the system development of national interoperability.
This position manages and/or approves contracts in excess of $35,000 per single transaction. This position has financial disclosure responsibility in accordance with Section 112.3145, F.S. Directs the daily operations of credit card services and directs the administration of collection services contracts associated with the SunPass and Toll-by-Plate programs. Monitors vendor performance, contract compliance and key performance indicators. Responsible for the collection agency contracts and the placement of delinquent accounts with the collection agencies. Oversees the write-off of uncollectible accounts and coordinate reporting with Central office and Department of Financial Services.
Directs all finance and accounting activities of the SunPass Accounting team. Directs SunPass back office daily activities to include bank reconciliations, customer refunds, posting of payment reversals, adjustments to customer accounts, and toll posting reconciliations. Develops and monitors the SunPass Accounting expense budget. Develops policy and procedural changes to improve operations and/or efficiency. Performs a broad range of accounting work and management of contract staff accountants and Selected Exempt Service (SES) staff accountants. Responsible for all SunPass program settlements with the agencies are prepared timely, accurately, and recorded in the general ledger. Oversees day-to-day operational contact with credit card processors, banking institutions, lockbox payment processor and money service providers.
Oversees the Traffic & Revenue Audit Center audit programs. Directs staff in research activities on all audits outside management-established thresholds and coordinates with Operations on unexpected results. Ensures that end of month reconciliations occur between reported bank collections and expected revenue for bank accounts statewide. Assumes a leadership role in partnering with bank management to assure contractual obligations are being met for electronic transfers and other bank-related data such as bank deposit, deposit float and invoice discrepancies. Supports development of electronic transaction audit program and processes.
Supervises employees by communicating with them regularly, motivating, training, evaluating and planning, and directing employees’ work. Motivates and evaluates employees on the performance of their duties. Provides procedural and technical training. Participates in applicant selection and hiring process. Provides employee orientation, training, counseling and disciplinary actions and prepares employee performance evaluations.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of generally accepted accounting principles (GAAP) and auditing processes; Knowledge of management practices and principles; Skilled in word processing, spreadsheet, database and presentation applications. Ability to prepare and monitor budgets; Ability to effectively communicate orally and in writing; Ability to plan, organize, analyze, and present information; Ability to exercise proper judgment and possession of decision-making skills; Ability to supervise; Ability to lead, motivate and coordinate the work of others. Ability to develop policies and procedures.
