The Florida Division of Emergency Management plans for and responds to both natural and man-made disasters. These range from floods and hurricanes to incidents involving hazardous materials or nuclear power. The Division of Emergency Management (FDEM or Division) is the liaison between federal, state, and local agencies. FDEM prepares and implements a statewide Comprehensive Emergency Management Plan, routinely conducts extensive exercises to test state and county emergency response capabilities, provides technical assistance to local governments as they prepare emergency plans and procedures, as well as conducts emergency operations trainings for state and local government agencies.


The Division serves as the lead agency for the State Emergency Response Team (SERT), whose primary goal is the coordination of the state’s efforts during disaster response and recovery. This coordination is conducted within the State Emergency Operations Center (SEOC) in Tallahassee. Additionally, the Division manages the State Watch Office; the 24-hours a day operation tasked with providing situational awareness to stakeholders statewide. After a disaster, FDEM conducts damage assessment surveys and advises the Governor of the state of Florida on whether to declare an emergency and seek federal relief funds. Position Overview and Responsibilities:

This position serves as one of the two Financial Officers in the Bureau of Response and is responsible for coordinating the Bureau’s fiscal operations to include budgetary management, fiscal analysis, invoice reconciliation, facilitating of competitive procurements, and serving as a contract manager.


Duties for the position include, but are not limited to:

  • Manage the Response Bureau’s budgetary responsibilities, including day-to-day management of operating budgets, position rate controls, purchase requests, and cost encumbrances.
  • Assist in all aspects and functional areas of contract management (i.e., contract formation, preparation of solicitation, etc.) for emergency and disaster response.
  • Assist in the development of the Bureau’s Legislative Budget Requests (LBR) to include proper narrative justification, revenue projections, workload statistics, and technical completion of schedules and formats.
  • Review and conduct analyses of current and projected budget needs while maintaining up-to-date tracking and supporting documentation.
  • Assist in the collection and verification of invoices related to contractual services and emergency response mutual aid.
  • During activations of the State Emergency Response Team (SERT), facilitate the coordination of resources with private vendors, local governments, state agencies, and the federal government.
  • Coordinate with the Division’s Finance Bureau, Procurement Office, and Response Bureau Leadership to improve technology integration with the Division of Emergency Management Enterprise Solution (DEMES).
  • Provides financial, administrative support, and other duties as required to Bureau Leadership.

Perform duties as assigned during activations of the emergency operation center, work non-traditional hours and travel for extended periods. Employee must be able to deploy to anywhere in Florida or the United States for up to two weeks at a time. Travel requirements in support of emergency operations may be extensive in nature.


Knowledge, Skills, and Abilities:

  • Knowledge of financial management (accounting and finance) principles.
  • Knowledge of state budgetary process, (state budget coding structures, reporting, preparation processes).
  • Knowledge of state financial management process (FLAIR, state financial coding structure, FACTS).
  • Ability to advise program officials on funding requirements, legal and regulatory requirements, contracts, methods of resource acquisition, subcontracting, and policies.
  • Ability to plan, develop and administer comprehensive internal processes related to financial management, contract administration, and budgeting.
  • Ability to communicate effectively with others verbally and in writing.
  • Ability to multi-task, prioritize, and perform effectively under stressful conditions for extended periods of time.
  • Ability to work both independently and as a member of a team.

Minimum Qualifications:

  • Bachelor’s degree in Finance, Accounting, or other Financial related field. Equivalent work experience may be accepted.
  • Experience in Financial Management and/or Operations (i.e., accounting, budgeting, reporting, etc.)
