Position Summary & Responsibilities
Position Summary: This is complex or specialized field work in the case management and rehabilitation of adult parolees and Compact clients within an assigned geographical area of the State. Work involves serving as a lead Parole Officer in a metropolitan area or lead Parole Officer in a geographical area not having direct access to a Parole Supervisor. Work includes providing direction and counseling to adult offenders in understanding and meeting parole requirements placed on them. Participates in working with various community service agencies and law enforcement authorities in establishing and coordinating community projects that will serve to enhance the rehabilitative process and reintegration of the offender into the community. May handle more difficult or complex parole cases, or be a designated specialist in a risk reduction program. May direct the activities of lower level Parole Officers and act as an assistant to the Parole Supervisor or assist in training. Work requires the application of advanced case management techniques in the development of cooperative individualized programming. Duties may include the facilitation of resource or treatment groups for offenders.
Job Responsibilities may include but are not limited to the following: Assists in the supervision and guidance of Parole Officer I’s and provides information to the Parole Supervisor regarding officer performance and needs. Activities may include case staffings, the approval of case transfer review forms, the performance of mini-audits, caseload audits and PMP feedback sessions. In the absence of the Parole Supervisor, acts as supervisor in the performance of specific duties; case staffings, the approval of warrants and the approval of employee leave requests and time sheets.
Functions as a relief officer when needed due to vacancies and staff absences. Performs needed tasks and/or organizes and delegates work as needed. Provides training and coaching to new staff by sharing information, demonstrating procedures, observing work processes and providing feedback.
Manages a caseload of assigned offenders. Assists offenders with reintegration into the community and addresses public safety issues. Provides supervision services including but not limited to counseling regarding employment, housing, availability of community resources and other personal and social factors. Obtains urine samples when appropriate. Utilizes and demonstrates proficiency in risk reduction skills including motivational interviewing and cognitive strategies. Maintains both written and electronic offender files with timely and accurate documentation in and Athena and OMIS.
Obtains and maintains certification in Level of Services Inventory – Revised (LSI-R) and any other designated assessment tools. Conducts LSI-R classification interviews and makes accurate documentation and scoring entries. Uses assessment tools and other available information to make determinations about supervision level or management overrides. Works with offenders to develop and maintain case plans toward the reduction of criminogenic risks/needs and enhanced pro-social behavior.
Provides assistance to offenders in the development of release plans. This may include telephone, personal or video-conference contacts with offenders, facility staff, offenders’ family members and community resources staff. As needed, coordinates utilization of community resources/services in the areas of employment, substance abuse, mental health, family counseling, education, faith based or civic organizations. Locates or develops resources for offenders to enhance case management efforts. Participates in facility/parole interaction teams as assigned. May act as a leader in designated risk reduction skill or course.
Investigates incidents of misconduct, condition violations, violations of the law and submits detailed written reports in accordance with Internal Management Policy and Procedures. Considers all facts and information and uses discretion in determining how to respond to misconduct/violations. Makes appropriate recommendations to the Kansas Parole Board concerning parole revocations and discharges. Completes accurate and timely good time awards on the appropriate cases.
Performs travel to various localities as necessary. Attends training and meetings as scheduled. Represents the Department in community education and public relations. May act as after-hours duty officer. Performs other duties as assigned.
Qualifications
Education: Bachelor's Degree or substitution
Licensing & Certification: Valid driver’s license. Must pass a background check. Certified as a Parole Officer by the Secretary of Corrections and in Level of Services Inventory-Revised (LSIR) within one-year of hire.
Minimum Qualifications: A Bachelor’s Degree with major coursework in criminal justice, social sciences, or behavioral sciences, and one year of experience working with offenders in corrections, parole, or law enforcement. Substitution: Completion of 60 semester hours of coursework from an accredited college or university, including 12 hours in corrections, criminal justice, the social sciences, or the behavioral sciences, and two years of experience in the field of corrections or social services/case management.
Preferred Qualifications: Knowledge of the principles, methods and procedures to facilitate an acceptable reintegration and/or continued adjustment of criminal offenders within their environment; Ability to establish and maintain professional working relationships; organize and analyze information; maintain personal contact with offenders in the community; be aware of and look for signs of danger and respond appropriately; and ability to operate a personal and/or state vehicle.
- Advance education, one year case management experience working with adults or juveniles, and supervisor written and oral communication skills.
