Job Description
Basic Purpose
Positions in this job family are assigned program management responsibilities involving various industries and operations regulated by the Oklahoma Corporation Commission. This includes programs related to oil and gas exploration and production and waste management, environmental control and pollution abatement, interstate and intrastate trucking and other motor carrier operations, railroad crossings and safety, pipeline safety, fuel storage and inspection, public utility regulation, and other similar programs.
Typical Functions
- Directs a major program, units or field operations involving the regulation of various industries by the Oklahoma Corporation Commission; develops policies and procedures for monitoring industry operations, review, recommend action and/or approve applications related to industry activities, inspections of pipelines and storage tanks, conduct reviews/audits of public utilities and transportation related operations, and the investigation of complaints and other information concerning the operations of various industries.
- Plans, assigns, and coordinates the activities of field and office staff in the audit, inspection and investigation of industry operations; directs engineering, geological and other studies concerning environmental protection, pollution abatement, underground injection control, pipeline safety, and other operations.
- Reviews test reports, inspection findings, complaints, cost studies, financial books and records, applications, investigation reports and other information to monitor industry operations; directs additional audits, reviews, inspections or investigations as required; makes recommendations for Commission action on various issues.
- Coordinates program operations and activities with federal, state, and local officials, other divisions, professional groups, and other interested parties; prepares recommendations for legislation or rules concerning the regulated industry.
- Prepares or approves exhibits, interrogatories, reports and other materials to be used in administrative hearings or causes for action; testifies in such hearing or cases as required; analyzes Commission orders and reports for required action.
- Represents the agency before industry, civic, and environmental groups; prepares press releases, technical reports, and other information.
- Directs and coordinates training for assigned staff; certifies personnel in competency upon completion of various phases of training.
Level Descriptor
At this level employees are assigned responsibilities for assisting in the direction of the overall operations and activities of assigned program or operation involving the regulation and control of various industries by the Corporation Commission. This will include assisting in planning and coordinating the activities of field and office personnel in the inspection, investigation, and enforcement of oil and gas exploration and production and waste management, environmental control and pollution abatement, interstate and intrastate trucking and other motor carrier operations, railroad crossings and safety, pipeline safety, fuel storage and inspection, public utility regulation, and other similar programs, and enforcement of state and federal laws and rules of the Corporation Commission and supervision of field and/or office personnel.
Education and Experience
Requirements at this level consist of bachelor’s degree and three years professional experience related to the regulated industry, including one year in a supervisory capacity; or an equivalent combination of education and experience.
Note: No substitution will be allowed for the required supervisory experience.
Knowledge, Skills, Abilities, and Competencies
Required at this level include knowledge of federal and state laws and Commission rules and regulatory theory concerning the regulated industry; of environmental protection, abatement and reclamation procedures; of the methods of program evaluation; of technical report writing, of personnel administration; and of supervisory principles and practices. Ability is required to direct the work of others; to interpret and analyze complex engineering and technical data reports and adopt appropriate courses of action; to establish and maintain effective working relationships with others; and to obtain and present evidence.
Special Requirements
Core work hours for the Oklahoma Corporation Commission are Monday through Friday, 8am-4:30pm. This schedule may require flexibility based on the needs of the agency.
Remote work may be required based on the needs of the agency, division, and program. Applicant must be willing and able to work BOTH on-site and remotely, generally in the applicant’s home. Applicant must have a secure internet connection and Teams phone capabilities during scheduled working hours.
