The Safety Manager I observes and assesses an organization’s technological processes and makes recommendations for how to improve those processes. Analyzes, organizes, plans and administers various computer, system, network or software system and solutions.
Tasks may include: Understanding of customer requests and communication of technical information to appropriate personnel,
Provision of technical support, Provision of research and assistance in direct support to government customer or organization.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

Resolves disagreements in a professional manner at the appropriate level and in accordance with the chain of command.
- Support the Directorate Safety Manager and team of Division Safety Officers (DSOs) embedded in geographically dispersed Test Divisions.
- Provide the Directorate Safety Manager and team of DSOs expert, timely support in safety disciplines – including system explosive, range, and occupational, health and environmental – vis-à-vis all applicable safety and environmental protection laws, regulations, and requirements to directorate overall and each of its six Test Divisions, in total encompassing 400 employees.
- Create and sustain a comprehensive, vigorous, proactive, prevention-focused safety program.
- Identify and assess safety hazards and risks of test and evaluation (T&E) and support operations; recommend mitigations.
- Be involved in T&E projects – planning, preparing for, executing, and monitoring.
- Participate in Hazard Analysis Working Groups (HAWGs), as a safety expert and represent directorate.
- Participate in quarterly Commander’s Safety and Occupational Health Advisory Council (SOHAC) sessions.
- Conduct Quarterly Directorate Safety Councils.
- Prepare and review Standing Operating Procedures (SOPs), Test Plans, Test Safety Risk Assessments (TSRAs) and supporting documentation in accordance with RTC Supplement to ATEC Regulation 385-1, U.S. Army Test and Evaluation Command Safety Program.
- Perform safety audits and inspections; provide documented results and recommendations.
- Investigate mishaps and near-mishaps; documenting and reporting findings using RTC and directorate protocols, processes, procedures, and formats.
- Laws, regulations, directives, standards, requirements, etc. in which there shall be expertise include, but are not limited to: Code of Federal Regulations (CFR) 29; Occupational Safety and Health Administration (OSHA) laws and regulations.
- Environmental Protection Agency (EPA) laws and regulations.
- Alabama Department of Environmental Management (ADEM) laws and regulations.
- Department of Army Pamphlets (DA PAMs) 385-10, Army Safety Program; 385-64 Ammunition and Explosives Safety Standards; and others.
- Army Regulations (AR) 385-10, The Army Safety Program; 700-13, Worldwide Department of Defense Military Munitions (Ammunition) Logistics/Surveillance/Explosives Safety Review and Technical Assistance Program.
- Army Test & Evaluation Command (ATEC), RTC, and U.S. Army Garrison Redstone Arsenal applicable directives.
- RTC Supplement to ATEC Regulation 73-1, System Test & Evaluation Policy.

REQUIREMENTS/QUALIFICATIONS:
Education and Experience:
- Must be a U.S. citizen and possess a Department of Defense Secret clearance.
- BS Degree in Industrial Safety, Safety Engineering, Industrial Engineering, or a related safety discipline.
- Shall be a certified safety professional or equivalent safety certification.
- Shall have eight years' experience in system safety, and five of those years shall be missile or aviation systems test and evaluation experience.
SKILLS, KNOWLEDGE AND ABILITIES:
Proficient user of Microsoft’s Office 365 suite of software and applications (e.g., Outlook, Word, Excel, PowerPoint), and Microsoft’s SharePoint.

ADDITIONAL QUALIFYING FACTORS:
As a condition of employment, must pass a pre-employment drug screening, as well as have acceptable reference and background check results. May be subject to a government security investigation and must meet eligibility requirements for access to classified information. Only US citizens are eligible for a security clearance. Must have or be eligible for security clearances. May require occasional travel.
