Position Summary
The Research and Evaluation Department at Urban Alliance seeks to examine structural barriers within workforce development that result in inequitable access to job skills training, professional networks, and paid internships for young people of color. We believe that to build a diverse next-generation workforce, we must fight for equity and level the playing field through evidenced-based programming and rigorous evaluation.
Reporting to the National Director of Research and Evaluation, the Program Analyst serves as an organizational leader in program evaluation and data analysis for UA’s Internship Programs. This program's provide skills training, mentoring, and paid internships to high school students in underserved communities. The Program Analyst will be responsible for using advanced qualitive and quantitative methods to analyze the effectiveness of Urban Alliance’s programs and implementing study methods to evaluate the efficiency of complex program operations. The Program Analyst will support the National Director of Research and Evaluation in implementing UA’s evaluation plan, supporting UA’s focus on data-driven decision-making, and monitoring program fidelity measures and outcomes.

Qualifications
Responsibilities
Program Evaluation (40%)
- Utilize emerging best practice to research, develop, and execute evaluation plans for all current and projected programs including equity lens evaluation, youth voice, feedback loops, etc.
- Work collaboratively with program staff to build data collection systems that align with internal learning agendas and program need.
- Analyzes and evaluates, on a quantitative and/or qualitative basis, the effectiveness of UA programs in meeting established goals and measures.
- Analyzes and prepares program status reports for review at all levels.
- Reviews internal processes and procedures and recommends improvements to promote enhanced outcomes.
- Evaluates, processes, and recommends effective programmatic changes.
Data Analysis (30%)
- Execute advanced data analysis such as monitoring trends, threshold testing, predictive analysis, data disaggregation to help teams understand the “why” behind program results.
- Maintain UA databases and data collection instruments, including Salesforce and Form Assembly.
- Lead data-mining and cleaning efforts as needed.
- Coordinate internal & external data requests for the R&E team in partnership with the communications, development, and others as appropriate.
Supports (15%)
- Support the ongoing training of all staff in data collection, data use, data security and Salesforce.
- Hold regular meetings with program staff to discuss data results and learning agendas.
Reporting and Continuous Learning (10%)
- Share programmatic results and achievements through compelling data visualizations, presentations, and reports.
- Train staff on emerging field research and lead reflections on how the research impacts UA programming.
Promoting UA Evaluation Work and Field Building (5%)
- Elevate UA evaluation work by participating in conferences, local working groups and publishing research.
Qualifications & Keys to Success
You will excel at Urban Alliance if you have:
Data and Evaluation experience the ideal candidate will demonstrate relevant experience in data analysis and will have knowledge of analyzing and evaluating qualitative and quantitate data for multiple programs.
Professional experience: the ideal candidate will have at least 3 to 5 years of program or data analyst experience in any statistical software (i.e., Stata, NVivo, R, etc.). The candidate will have advanced knowledge in excel and salesforce. The candidate will also be skilled in presenting data in a clear and concise manner.
Leadership: the ideal candidate will be a thoughtful, collaborative, and empowering leader with strong project management skills. The candidate will be committed to building staff capacity and elevating the work of the R&E team. The ideal candidate will also have experience supporting a geographically disparate or remote team.
Communication: the ideal candidate will be an excellent communicator and possess strong writing and speaking skills. The candidate will leverage their strong interpersonal skills to connect with diverse stakeholders, including youth and their families, staff, business leaders, volunteers, senior government officials, community leaders, and funders. The ideal candidate will enjoy public speaking and will advocate for important youth workforce development issues.

Compensation and Benefit Package:
At Urban Alliance one of our core values is taking care of each other, and this includes offering competitive benefits, paid time off, and options for remote work.
The total compensation package for this position is between $56,000 - $61,000. In addition to having paid time off between December 25th and January 1st, we provide 18 days of paid time off plus 10 paid federal holidays, as well as birthday and diversity paid holidays. Additional days are provided to staff after three years. Depending on the calendar, additional paid closure days and early closure days are established each year. Our benefits include a comprehensive health plan with 90% individual healthcare coverage for employees, 403(B) retirement plans with a 3% match, whole life insurance and pre-tax commuter benefits. Travel to each of the four regions (Washington DC, Baltimore, Detroit, Chicago) for professional development and site visits throughout the year will be expected approximately 3-5 times per year.
