S*UMMARY*:

Under the direct supervision of the Department head or Designee, performs a variety of labor relations and human resources functions, including but not limited to informing staff on personnel matters, providing support for labor contract negotiations, participating in the job analysis process, assisting in the development and implementation of employee selection programs, administering examinations, assisting with the preparation and conducting of training programs. Responsible for processing personnel transactions and establishing and maintaining personnel and department records and files. Works closely with senior Human Resources professional staff in supporting role. Employees in this title are expected to maintain a professional appearance and demeanor.

ESSENTIAL FUNCTIONS:

· Supports the open competitive and promotional programs including drafting job announcements; scheduling and monitoring written, oral and practical skills/demonstration examinations; computing/tabulating examination results; reviewing employment/educational verifications; establishing/maintaining eligibility lists in accordance with labor agreements; making offers of employment/promotions.

· Assists with written and non-written testing instruments as required for specific job classifications within the Court; provides support for testing of new programs and procedures, prepares follow-up and progress reports; Assists with the administration of recruitment and placement activities including screening, testing and interviewing applicants.

· Assists with FMLA, ADA, Leave of Absence, Return-to-Work and other programs.

· Coordinates timely processing of job postings and preferences, partnering with IT.

· Participates in organizational policy matters such as equal employment opportunity, workplace violence and sexual harassment.

· Participates in the desk audit process.

· Communicates and engages with Court staff to facilitate consistent and appropriate application of policies and procedures, and to ensure compliance with workplace laws, regulations, guidelines and labor contract provisions.

· Creates and maintains various electronic reports and spreadsheets.

· Conducts research for and supports collective bargaining negotiations and other labor-management proceedings.

· Conducts research on various personnel/labor relations matters and assists with the preparation of reports that summarize findings.

· Assists with in-house training sessions and the coordination of in-service training programs.

· Participates in the development of job descriptions and maintenance of files.

· Informs employees regarding human resources transactions, policies and procedures, and other human resources and labor relations-related workplace issues.

· Performs other duties as assigned.

QUALIFICATIONS:

· Bachelor’s degree, from an accredited college or university, in human resources, labor relations, public administration, business administration, management, or closely related field.

OR

· More than two years of college credit with the ability to complete a Bachelor’s degree program, as indicated above, within 18 months of starting position.

· One (1) year of experience working in an administrative support capacity in an organization of 300 or more employees (including labor-represented). Public sector experience preferred.

· Familiarity with the laws, regulations and methods governing public sector human resources management.

· Familiarity with principles and practices affecting human resources administration.

· Previous exposure to the development and administration of examinations.

· Proficient using MS Office Suite and relevant software and systems.

· HRIS experience preferred.

ELIGIBILITY: This examination is open to anyone who meets the minimum qualifications.

A person may not participate in an open competitive examination for the same title until ninety (90) days have passed since they last took the examination.

SELECTION: Applications will be screened for compliance with eligibility requirements and minimum qualifications. Selection will be based on appropriate job-related criteria.

APPLICANTS MUST ATTAIN A MINIMUM SCORE ON EACH PORTION OF THE EXAMINATION BEFORE BEING INVITED TO PARTICIPATE IN AND/OR BE RATED ON SUBSEQUENT PARTS OF THE EXAMINATION.

Pay: $41,071.00 - $55,599.00 per year
