The Public Health and Social Services Department (PHSS) of Thurston County is growing our fiscal team. We are seeking Financial Analyst to provide complex technical accounting support, financial analysis, grants and contracts compliance, program level budget development, monthly financial plans, audit support, and staff training. In this role you will be responsible for a high level of responsibility to plan and oversee advance technical accounting functions and perform financial analysis. This may include responsibility for governmental financial reporting, budgeting, analytical review, auditing and forecasting. This position is the lead or first-line supervisor to accounting staff within their area of responsibility and may oversee or advise on the work of accounting staff throughout the department.
Key responsibilities may include, but are not limited to:
- Responsible for developing cost allocation models, annual indirect rate, monitoring and reporting of programmatic indirect administrative charges.
- Lead for calculating Medicaid administrative match as approved under the Medicaid state plan.
- Responsible for monthly, quarterly, and annual financial fund level reports. Creates financial publications, documents, and other reporting projects and presentations as needed.
- Oversees coordination of program level budgets.
- Tracks federal funds applied for, received, and expended. Assists with federal reporting requirements, invoicing, and performance measures.
- Helps to develop annual financial calendar and ensure critical dates are met for required financial submittals.
- Serves as a key team member in the development of financial information systems.
- Develops and documents fiscal policies, processes, and procedures.
- Research federal, state, and local laws.
- Provides oversight of revenue collections and forecasts and prepares department-wide revenue summaries.

- Bachelor's degree in Accounting, Finance, or closely related field. Relevant experience may substitute for up to two years of education.
- Minimum three years of increasingly responsible governmental accounting experience including budgeting, financial analysis, forecasting, grants and contracts, general ledger, and fixed assets and one year of supervisory experience.
- Ability to utilize a personal computer and related software packages to perform word processing, analysis, information retrieval and tracking.
- Knowledge of federal and state grant regulations as well as cost accounting standards is required.
- Must have knowledge of the State of Washington's Budgeting Accounting Reporting System (BARS) regulations governing local governments.
- Current Washington State Driver's License of have requested and obtained an appropriate accommodation.
- Knowledge of indirect rate calculations
