Position Details The OSP/ISP Consultant is a trusted subject matter expert who supports Tilson’s consulting efforts through inspection, validation and consultation around outside and inside plant and associated hardware and appurtenances. The OSP/ISP Consultant should have at least 5 years of comprehensive experience in broadband or telecom outside and inside plant construction, installations, and maintenance. Candidate will demonstrate competency in: Experience and broad-based knowledge of aerial and underground outside plant construction processes, work quality and network application. Ability to opine on construction best practices. Applicable inside and outside plant NESC, NEC and RUS codes and standards. Ability to review and evaluate prospective projects and project plans, including high level assessment of project costs with review of validity, viability, performance, and applicability. Knowledge of OSP and ISP/network maintenance policies, practices. Resource forecasting for FTTP network development and operation. Clear and effective communication with non-engineers and non-technical audiences about technical subjects. Responsibilities: Act as an expert third-party reviewer to evaluate fiber optic, coaxial and copper based OSP and ISP networks and proposed network construction and maintenance. Review constructed outside and inside plant for consistency with manufactures and accepted industry best practices, materials application, craftsmanship, maintenance and upkeep, and compliance with applicable technical and safety regulations, such as NESC, NEC, RUS, and ITU. Perform fiber network engineering independently and as a team. Perform high level FTTP network designs, bills of materials and bills of labor. Develop cost factors for elements FTTP deployments in different regions, and provide cost estimates for high-level conceptual designs to detailed BOMs. Collect, analyze, and tabulate field data and validation documentation. Review field data and documentation for accuracy and completeness, and in some cases, perform high-level field assessments. Work with other departments to coordinate make ready management, permitting and fielding. Review as-builts, provide post construction inspection, and support network verification and update. Manage or self-perform multiple projects of varying complexity. Oversee field or other technical resources to execute work efficiently and successfully. Communicate clearly and effectively with internal team, government representatives, broadband service providers, other utilities, and consulting clients. Track progress of project tasks and ensure deadlines are met. Find innovative solutions to common project roadblocks. Communicate clearly and regularly to team members, including Project Manager. Maintain orderly records and project documents. Qualifications: Bachelor’s degree or equivalent experience. Strong understanding of outside and inside plant, fiber optic networks construction and installations. Understanding of the operating requirements of Internet Service Providers delivering broadband and telecommunications services to homes, businesses, and institutions over fiber optic networks. Knowledge of NESC code as it relates to telecommunications and common permitting requirements for fiber optic networks. Understanding of job cost, change order management and work order processing. Ability to travel frequently. Strong task management skills with the ability to meet project deadlines. Willingness to learn new skills, software, and technologies. Excellent verbal and written communication. Proficiency in MS Office/Excel is highly desirable. Valid driver’s license and acceptable motor vehicle operating history. Practice good judgement and take ownership in workplace safety. Valid passport. This is a full-time salaried position with some day and overnight travel. Evening and weekend hours may be required from time to time to meet client needs.
