Position Summary:
As a Dispatcher, coordinates the scheduling of TCAT transit system routes, MOD Service, and assignment of Operators. Accurately maintains scheduling spreadsheet and daily operations software. Monitors two-way radio communication between the transit facility, on-duty Operators, and maintenance department to ensure the transit system is running smoothly and needs are immediately addressed. Monitors Operator assignments: call-in replacement Operators and provide guidance and assistance to Operators. Assess Operator’s fitness for duty; enforce TCAT policies; maintain confidentiality of employee information, provides back-up to the Transit Supervisors.
Essential Functions:
Coordinates routes and schedules the assignment of Operators:
Schedules operators according to labor agreement, to ensure adequate staffing
Knows and understands the labor agreement and properly applies the agreement
Produces weekly bus operator’s schedule
Manages the open work board
Assigns, schedules, and dispatches vehicles from facility to provide effective and efficient delivery of service
Reviews and approves time off requests in compliance with attendance policy.
Completes daily documentation of activities to provide accurate, up-to-date information
Performs data entry and maintains and monitors the daily operations software making changes as they happen throughout the day; produces reports
Works closely with the Safety to facilitate drug and alcohol testing
Acts as liaison between operators and maintenance staff for bus repairs
Knows and understands TCAT Policies and Procedures, System Safety Plan, Drug and Alcohol, state and federal regulations such as days/hours of service
Assists in the coordination of daily schedule coverage in response to emergency absences
Monitors check-in of Operators and departure of vehicles to ensure the service is on-time
Assesses Operator’s fitness for duty
Monitor radio communication:
Initiates and receives all radio transmissions
Serves as primary liaison for emergency services requested by Operators to include mechanic staff, Transit Supervisors, MOD, and emergency responders
Works during inclement weather emergencies providing schedule updates and controls radio transmissions
Relays and coordinates communications between other agencies
Communicates with Transit Supervisors to keep them apprised of issues/concerns/situations that require their attention
Supervises Operators
Provides direction, support, counseling, and corrective action on matters related to attendance, routes, scheduling, uniform compliance, operation rules and procedures, radio communications and so on
Administers the attendance policy and maintains the Attendance Tracking System.
Maintains the weekly schedule program used to produce payroll by monitoring operators’ time, sign time off requests and exception sheets for payroll confirming Operators’ time
Administers MOD service requests
Keep supplies stocked in the Operations Area such as coffee supplies and schedules.
Assists Operators with day-to-day issues and problem solving
Nonessential Duties:
Drives a transit vehicle in emergencies
Acts as a backup to the Transit Supervisor in providing street supervision on as needed basis
Other duties as assigned
Qualifications
Qualifications:
High School diploma or equivalent required.
Must possess a Commercial Drivers License (CDL) with air brake and passenger endorsement
At least one year of prior dispatch experience preferred.
Familiarity with FCC regulations and terminology.
Must have well-modulated voice.
Must possess good analytical and basic mathematic skills including addition, subtraction, multiplication, and division.
Must possess good working knowledge of personal computers, related word processing, email and spreadsheet software as well as operations software.
Must have the ability to deal with a fast paced environment and stressful situations and to work independently
Must possess strong organizational skills with the ability to handle many tasks in a compressed timeframe and be detailed oriented.
Ability to communicate in a clear and concise manner both verbally and in writing; ability to establish and maintain effective working relationships with employees, management team and customers.
Ability to plan and assign work in an efficient and effective manner.
Ability to interpret policies and regulations and apply them in a consistent appropriate manner.
Able to exercise good judgment with respect to Bus Operator, and passenger welfare and equipment safety.
Must be cooperative and willing to work with and learn from others and able to react productively to change
Must be able to work a variable schedule including days, nights, weekends, and holidays.
Must pass a pre-employment drug test and be subject to random drug and alcohol testing.
