Position Overview:
Castle Rock Water is seeking an experienced Water Field Services Superintendent to perform professional and technical work managing the distribution, wastewater and stormwater programs. Responsibilities include supervising staff, project management, ensuring maintenance standards and administering the Field Services budget. This position will also perform analytical support for operational optimization, implementing policy and procedure and ensuring a customer service-oriented delivery of maintenance and operations activities. They will perform duties in a manner consistent with the stated values of the organization.

- Manages and supervises professional and technical staff. Supervisory duties include coaching, mentoring, assigning, reviewing and planning work of others; monitoring performance standards; coordinating activities; allocating personnel; recommending employee hires, transfers, promotions, and salary increases as appropriate.
- Serves as project manager responsible for design, repair, replacement and installation of distribution, wastewater or stormwater infrastructure, including design, redesign and upgrades of sanitary sewer lift stations. Plans projects and related budgets. Ensures project progress and adherence to agreed upon schedules. Keeps Operations Manager apprised of project status.
- Establishes standards and protocol for asset management chemical and electrical optimization and equipment evaluation programs.
- Determines and monitors staff responsibilities, duties and resource allocations. Recommends necessary resources to perform functions.
- Creates, evaluates and implements systems, policies, procedures and practices related to Utility operations functions.
- Provides oversight of staff responsible for locates, cleaning and repairing manholes and valve boxes, maintenance and operation of valves and fire hydrants, line repair and replacement, and emergency response. Ensures safety practices are followed and equipment operation is performed properly.
- Ensures records are properly completed, submitted and maintained for required state and federal compliance, local agencies and Town policies. Conducts research and presents findings.
- Coordinates and manages professional services contracts, purchase orders and requisitions. Provides oversight of service for adherence to specifications and completeness.
- Develops and justifies Field Services division budget. Monitors funds and recommends expenditures and adjusts as necessary.
- Evaluates equipment needs; performs functions related to bidding process and purchasing. Maintains records of equipment and updates on a continual basis.
- Responds to complex public inquiries and concerns related to infrastructure installation, repair and replacement and related to emergency line breaks.
- Ensures staff is appropriately trained on equipment operation, confined spaces, safety, and other related job functions.
- Oversees and approves work standards, safety procedures and preventive maintenance programs for distribution, wastewater and stormwater infrastructure.
- Serves on design development and review team, representing all operations and maintenance aspects of proposed infrastructure procurement.
- Coordinates contractors and Town employees on utilities related projects, including , but not limited to distribution, wastewater and stormwater infrastructure.
- Ensures appropriate response to after-hours calls for service including line breaks, and other water and sewer related emergencies by appropriately trained and qualified staff.
- Reviews drawings for the repair of capital improvements.
- Performs other duties as assigned or required.
An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.
Education: Bachelor's degree in construction, engineering, business administration or related field
Experience: Five (5) years' experience that includes utilities construction, engineering work, and at least 2 years of progressively responsible supervisory experience preferably in a municipal water and wastewater utility or an equivalent combination of education and training and experience
Licenses and/or Certifications Required:
- Valid driver's license

Knowledge, Skills, and Abilities:
- Ability to supervise and direct the work of others.
- Considerable knowledge of the industry's municipal, regional, and state regulatory practices.
- Knowledge and ability to apply relevant AWWA standards, CMOM guidelines and MS4 permits.
- Ability to enforce codes, policies and regulations firmly, tactfully and impartially.
- Ability to analyze, organize and review work for efficient results and accuracy.
- Ability to understand verbal information and instruction, ability to explain information in situations which may be adversarial, and ability to translate verbal communication into effective written material such as reports and other documents.
- Ability to read, interpret, and apply data, drawings, and instruction for assigned work.
- Working knowledge of MS office products.
- Ability to use advanced mathematical skills for process evaluations.
- Considerable knowledge of the methods and practices involved in water, wastewater, and drainage construction inspection, repair and maintenance.
- Ability to effectively manage and implement construction related projects.
- Ability to establish and maintain effective working relationships.
- Ability to recognize and address confined spaces and other potentially hazardous environments.
Physical Demands:
- Moderate to heavy physical work to include lifting, carrying, pushing and/or pulling of objects and materials of 50 - 100 pounds
- Frequent performance of activities requiring a full range of body movement including climbing, balancing, stooping, kneeling/bending, crouching, crawling, and/or twisting
