Statement of Duties

Position performs complex technical work for the Tax Assessor's Division. Work includes conducting research and resolving problems, assisting in the revaluation process, providing information and assistance to the public, other town departments, and professionals regarding department operations, and overseeing the daily operations of the office.

Supervision

Employee works under the general direction of the Tax Assessor. Employee plans, prioritizes, and performs work independently, in accordance with standard practices and previous training. Employee is expected to solve most problems of detail or unusual situations by adapting methods or interpreting instructions to resolve the particular problem. Instructions for new assignments or special projects usually consist of statements of desired objectives, deadlines, and priorities. Unusual situations are discussed with supervisor. Work is generally reviewed only for technical accuracy, appropriateness of actions or decisions, and conformance with policy, or other requirements.

Job Environment

Position requires examining, analyzing and evaluating facts, and circumstances surrounding individual problems, situations, or transactions, and determining actions to be taken within the limits of standard or accepted practices. Work is performed according to state laws and municipal policies and procedures that may be complex or conflicting, at times. Employee uses judgment to analyze specific situations to determine appropriate actions. Employee is expected to weigh efficiency and relative priorities in conjunction with procedural concerns in decision-making. Work requires understanding, interpreting, and applying complex appraisal procedures. Work consists of the practical application of a variety of concepts, practices, and specialized techniques relating to assessing and appraising. Assignments typically involve the evaluation and interpretation of factors, conditions, or unusual circumstances; inspecting, testing or evaluating compliance with established standards or criteria; gathering, analyzing, and evaluating facts or data using specialized fact finding techniques; and/or determining the methods to accomplish the work.

Errors can result in legal repercussions or monetary loss.

Position has regular contact with the public for explaining assessed values, abatements, or exemptions; giving or receiving information; responding to requests or complaints; and/or problem solving. Position has daily contact with other town departments, attorneys, engineers, and real estate personnel, for providing explanations and information, and/or coordinating and performing work required of the position. Contact usually occurs in person, in writing, or on the phone.

Position Functions

Essential Functions

1. Visits building sites for new construction and additions to existing homes and businesses to conduct inspections of permitted work; walks through property, counts rooms, inspects the quality of construction, and evaluates the property.

2. Measures and lists one-third of town parcels each year.

3. Measures and lists all permits with percent complete by the end of each fiscal year.

4. Conducts field reviews of all sales each year.

5. Assists in creating new lots (sub-divisions) and lot splits annually; read maps and calculates acreage and square footage changes.

6. Assists in certification annually and revaluation processes triennially.

7. Provides information and assistance to the public regarding real property tax, personal property tax, abatements, and exemptions.

8. Sets up all map orders with changes for town departments and Assessor's Department.

9. Assists in working with mapping/GIS company(s) to update maps/GIS to reflect changes due to subdivisions, major, minor, and Administrative.

Physical and Mental Requirements

Employee works in a moderately loud office setting up to 1/3rd of the time and outdoor weather conditions in the field more than 2/3rd of the time. Employee is exposed to heat/cold up to l/3rd of the time. Employee is required to stand and sit up to 1/3rd of the time, and to walk, talk, or listen, use hands, and reach with hands and arms up to 2/3rd of the time. Occupational risk includes exposure to disgruntled customers. Employee seldom lifts up to 10 lbs. Normal vision is required for this position. Equipment operated includes automobile, tape measures, office machines, and computers.

Education and Experience

A candidate for this position should have an Associates Level education in Business or related field with additional training in real estate appraising, and three (3) to five (5) years of municipal and/or real estate appraisal experience or equivalent education and experience.

Special Requirements

A candidate should have a valid driver's license.

Knowledge, Skills, and Abilities

A candidate for this position should have knowledge of the following:

· Working knowledge of pertinent laws and regulations concerning assessments and appraisals

· Market value of properties

· Computer programs and applications, including Microsoft Word, Excel, and the Cama System

· Personal property value.

Skill in:

· Communication, customer service and organizational skills

· Mathematics and statistics

· Handling difficult situations and/or angry people

And the ability to:

· Use the various approaches to value, sales approach, income approach, and the cost approach

· Maintain accurate, detailed records

· Deal tactfully with other departments, staff, and the public

Job Type: Full-time

Pay: From $36.26 per hour
