The Town of Edgartown is hiring a full-time, year-round Deputy Harbormaster to provide skilled and technical work assisting the Harbormaster in the operation of the maintenance of the Town’s waterways. Call or email the Harbormaster at 508-627-4746 or edgharbor@gmail.com with any questions.

DEFINITION
Position provides skilled and technical work assisting the Harbormaster in the operation of the maintenance of the town’s waterways.

ESSENTIAL FUNCTIONS

The essential functions or duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.

  • Maintains town moorings, supervises the use of boat ramps, receives and records mooring fees, and maintains records of operations. Maintains a detailed and accurate log of all activities.
  • Maintains town boats and motors including small boat handling, informs supervisor of the need for repairs or replacements. Tows disabled boats back to the Town Marina for repair.
  • Supervises and trains seasonal employees.
  • Participates in search and rescue procedures as needed and administers first aid or CPR as necessary.
  • Oversees the maintenance and general cleaning of wharf, public showers, and bathrooms.
  • Performs mechanical repairs as required and oversees the operation of the pump port and operates the Town’s Pumpout Program.
  • Operates navigational equipment, communications equipment, and the Town’s DOCKWA reservation system.
  • Participates as part of the Town’s Oil Spill Response Team, assists in monitoring the waterways for spills, reports any unusual situations, and assists in the cleaning up of spills.
  • Performs a variety of related duties.

SUPERVISION RECEIVED
Under the general supervision of the Harbormaster, the employee is familiar with the work routine and uses initiative in carrying out recurring assignments independently. The supervisor provides additional, specific instruction for new, difficult, or unusual assignments, including suggested work methods. The employee refers unusual situations to the supervisor for advice and further instructions.

ACCOUNTABILITY
The nature of work means that errors are usually detected in succeeding operations. Consequences of errors, missed deadlines, or poor judgment may include time loss caused by back-checking by others and slowdowns in the processing of the work.

JUDGMENT
The work involves numerous standardized practices, procedures, or general instructions that govern the work, and in some cases, may require additional interpretation. Judgment is needed to locate, select, and apply the most pertinent practice, procedure, regulation, or guideline.

COMPLEXITY
The work consists of a variety of duties which generally follow standardized practices, procedures, regulations, or guidelines. The sequence of work and/or the procedures followed vary according to the nature of the transaction and/or the information involved or sought in a particular situation.

NATURE AND PURPOSE OF CONTRACTS
Relationships are primarily with co-workers, vendors, and the public, involving frequent explanation, discussion, or interpretation of practices, procedures, regulations, or guidelines in order to render service, plan, or coordinate work efforts or resolve operating problems. Other regular contacts are with service recipients and employees of outside organizations. More than ordinary courtesy, tact, and diplomacy may be required to resolve complaints or deal with hostile, uncooperative, or uninformed persons.

EDUCATION AND EXPERIENCE
High School Diploma or GED, and one to two years of related experience, preferably working in boating and/or maintenance; or any equivalent combination of education and experience. Must have driver’s license, Harbormaster’s Academy Certification, First Responder and CPR Certification, and valid Captains License

KNOWLEDGE, ABILITY, AND SKILLS
Must have knowledge of boating and marina operations, practices, and principles; Federal, State, and Local laws and regulations pertaining to department operations.

Must have skill in operating boats, tying knots, and navigation.

Must have ability to work with the general public and Local, State, and Federal Agencies; respond quickly to emergencies in a calm and efficient manner; read maps and charts; administer First Aid and CPR.

WORK ENVIRONMENT
The nature of duties may involve continuous presence of unpleasant or irritating elements, such as considerable noise, odors, chemical fumes, dust, smoke, heat, cold, oil, dirt, or grease. Work may be continuously performed outdoors regardless of weather conditions. Much of the work is conducted outdoors and on the water.

PHYSICAL, MOTOR, AND VISUAL SKILLS
Physical Skills: Work requires moderate intermittent physical strength and effort daily, such as lifting heavy objects, carrying the objects and stacking them or moving them. In addition, pulling, pushing, standing, or walking for the full work day may also be involved. A great deal of physical effort must be exerted at this level.

Motor Skills: The job requires motor skills for activities such as moving objects, using office equipment, including but not limited to using tools, operating boats and vehicles, and responding to emergencies. Duties involve assignments requiring the application of hand and eye coordination with finger dexterity and motor coordination.

Visual Skills: Visual demands require routinely reading documents for general understanding and analytical purposes. Must be able to visually assess and evaluate situations and circumstances occurring in the Harbor.
