    NATURE OF WORK

    Under the general direction of the Neighborhood Services Coordinator, the Oil & Gas Liaison will work closely with the Planning Manager, Town Manager’s Office, the Board of Trustees and department heads in performing professional and technical work in the investigation, inspection and enforcement of the Town’s oil and gas regulations.

    The incumbent exemplifies the characteristics of a collaborative, innovative and resilient work culture and along with the leadership team, models the appropriate behavior to create and maintain a resilient work culture within the department.

    The incumbent provides holistic services to the public by seeking ways to integrate programs or services provided by other departments / divisions, agencies and the public in delivering effective and innovative services.

    ESSENTIAL DUTIES

    The duties listed herein are illustrative of the essential duties of the job and do not include other nonessential or peripheral duties that may be required or assigned.

    • Guidance and Outreach : Provide technical knowledge and guidance to the residents, various state agencies, local governments, Frederick elected officials, and staff on the applicability and implementation of Town of Frederick regulatory requirements, as well as Colorado Energy and Carbon Management Commission (ECMC) rules, in particular new and amended regulations and rules adopted subsequent to SB19-181.
    • Assist with State of Colorado’s Orphaned Well Program : Identify orphaned wells and well sites; evaluate the need for action and prioritize new work within existing backlog;

    manage and monitor onsite work of 3rd party contractors.

    Instrument & Equipment Applications : Ability to calibrate and use monitoring instruments & equipment during the course of inspections.

    Attend state and manufacture’s training programs and certification courses.

    • Field Inspections : Inspect oil and gas facility site preparation, drilling, and producing well operations, as well as temporarily abandoned, and shut-in wells;
    • witness cementing for well abandonment and casing setting, production facilities, and centralized waste facilities to ensure operators are in compliance with ECMC and Town of Frederick regulations;

    respond to complaints and refer issues to appropriate agencies, as needed.

    Complaint Response : Respond to, investigate, and resolve complaints. The liaison will determine if there is a potential violation of Town of Frederick regulations or permit conditions, and / or ECMC rules.

    The Liaison will thoroughly document all aspects of the inspection process and findings to support violation citations and will work closely with Town of Frederick and ECMC Staff to determine appropriate response within the complaint process.

    Enforcement : Participate in formal enforcement procedures. For State rules and permits, this activity requires coordination with Commission employees and may require writing and typing of letters and entering data into various Commission forms.

    The Liaison shall be available as a witness at any required hearing of enforcement proceeding. For enforcement of Town of Frederick regulations and permits, coordination with the Town Attorney’s Office is required.

    Perform other related duties and responsibilities, as necessary.

    REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

    • Understand and implement ECMC and Town of Frederick rules, regulations, guidance documents, and policies.
    • Read and interpret complex oil and gas operations plans.
    • Apply technical knowledge and follow proper inspection techniques to examine oil and gas facilities and detect deviations from regulations and standard practices.
    • Enforce necessary regulations with firmness and tact, always maintaining excellent customer service whenever possible.
    • Take proper safety precautions, anticipate unsafe circumstances, and act accordingly to prevent accidents, using all required safety equipment.
    • Computer Skills : Learn to operate Town and ECMC software, including MS Office Suite, Accela, Tyler, GIS mapping software, and other similar programs.
    • Communicate clearly and concisely, both orally and in writing.
    • Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.

    EDUCATION, EXPERIENCE AND TRAINING

    • Minimum of five (5) years of experience in the areas of land use, regulatory agencies, natural resource policy, or a similar field.
    • Highly Desirable : Experience with oil and gas inspections and oil and gas field operations such as drilling, workovers, and completions.
    • Bachelor's Degree in Planning, Public Policy and Administration, Geology, Geography, Civil Engineering, or a related field.

    An equivalent combination of education and work experience that satisfies the requirements of the job may be sufficient.

    • Possession of a valid Colorado Driver’s License (Class R ) with a safe driving record.
    • ECMC-led safety training, stormwater training, and Opacity and Odor Training must be completed within twelve (12) months of hire.
    • Must pass a criminal background check.

    The physical demands here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

    While performing the duties of this job, the employee is regularly required to talk, see and hear, and to use hands to finger, handle, touch or feel.

    The employee is frequently required to stand, walk, sit, squat, stoop, reach, crawl and reach with hands and arms. The employee is occasionally required to climb or balance and stoop, kneel, crouch, or crawl.

    The employee must be able to lift and / or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.

    Exposure to noise, outdoor weather conditions, vibration, chemicals and dust, mechanical hazards, and explosive materials.
