Performs a variety of current planning and long range planning projects based on a solid understanding of planning principles, practices, community sustainability, development best practices, hazards and resiliency planning, and land use law. Assists Building Division with the building permit process. Assists the entire department with general planning and zoning operations. Provides information to the public regarding land use regulations, and development and permit application procedures. Assist with the general operation of the department including but not limited to answer phone calls and cover the front desk. Conducts research and special projects.
Responsibilities
- Reviews a variety of development proposals and applications (sign permits, development applications, subdivision plats, PUDs, variances, conditional uses, etc.) to determine appropriateness with regard to the Town's goals, Master Plan, and Code requirements. Assesses the compliance of proposals with applicable plans, regulations, ordinances, and policies and prepares and presents staff reports to the planning commission and town council.
- Monitors development project implementation and assists in coordination with the Building Division staff and referral agencies on development projects throughout the building permit process. Participates in Development Review Committee meetings.
- Assists and participates in long-range planning projects, code writing, and grant writing. Handles special planning projects as assigned such as master plan updates, build–out scenarios, 3 –Mile Plan update. .
- Responds to inquiries from developers, the public, elected and appointed officials, internal staff, and external agencies on a broad range of planning and development issues by providing courteous, timely and accurate information.
- Assists in the implementation and coordination of zoning code enforcement with the Community Services Officer in the Police Department. May prepare documents related to zoning enforcement and keeps a log of enforcement status.
- Responds to public inquiries via phone and in person meetings relating to planning processes, code requirements and building permit application procedures.
- Assists the Town Clerk with the review of business license applications for compliance with the zoning code.
- Prepares and presents staff reports to the Planning Commission and Town Council regarding planning applications as necessary. Prepares other research reports for presentation as needed.
- Assists with public participation efforts for input on code ordinances, including focus group meetings, public open houses, and media outreach. Presents ordinances to Planning Commission and Town Council.
- Performs field inspections to gather information relevant to development applications and to verify that development projects comply with approved plans and adopted regulations.
- Provides flood hazard information to property owners and assists with the implementation of the Community Rating System program.
- Assists with the administration of the Town's affordable housing programs, including the review of deed restrictions, maintaining affordable housing stock inventory, and working with homeowners.
- Assists the Front Desk/Community Development Assistant with various administrative support activities as needed.
- Adheres to Town of Frisco policies, standards, and regulations including but not limited to proper attire, safety procedures, and overall professionalism.
- Ability to function and make good decisions in the absence of a supervisor.
- Communicates in a professional, courteous and timely manner both verbally and written when dealing with Town of Frisco Employees, citizens, customers and vendors.
- Performs other duties as may be assigned from time to time by supervisor.
Requirements
- Bachelor's degree in urban planning, urban design, natural resources planning, architecture, public administration or a closely related field required. Master's degree preferred.
- Microsoft Office software required. Geographic Information Systems (GIS) software preferred. Community Core permitting and inspection software preferred.
- Laserfiche document management software preferred.
- Colorado Driver's License with an acceptable driving record is required. Member of the American Institute of Certified Planners (AICP) preferred. CPR/AED & First Aid Certification (Provided by the Town).
- Two (2) to four (4) years prior experience in the field of community development or a closely related field required. Two (2) or more years of GIS applicable experience preferred.
- Proficient in English both verbal and writing skills required.
- Public speaking and effective writing skills required. Local, county, or applicable consulting planning work where majority of work was with municipal clients required.
