What are the responsibilities and job description for the GIS Analyst position at Town of Johnstown?

 

GIS Analyst position is under general supervision of the Utilities Director and will support the development and maintenance of all GIS information systems and GPS mapping activities associated with ArcGIS Online and ArcPro for the Town. This position will perform a wide variety of advanced analysis, design, programming, testing, installation, integration, maintenance, operational support, quality assurance and control (QA/QC), database administration, troubleshooting, and training tasks related to the Town’s GIS system. In addition to having advanced GIS technical skills, a successful candidate must be a self-starter, possessing a strong sense of initiative along with the ability to prioritize, manage, and accomplish multiple tasks simultaneously with minimal direction. 

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The following statements are illustrative of the essential functions of the job and do not include other nonessential or peripheral duties that may be required.  The Town of Johnstown retains the right to modify or change the duties or essential functions of the job at any time.

  1. Works directly with other departments analyzing present system capabilities, responsive problem resolution, determining need / feasibility of developing new system features, and reviewing the quality of and implementing new system features.  
  2. Performs analysis, design, and management of diverse projects which may require functioning as project manager. Develops modifications or enhancements to existing applications. 
  3. Direct contact with application vendors is required to coordinate release upgrades, resolve system failures and to define specifications for system features. Learns and uses system tools to effectively execute processes including testing, debugging, and implementation of additions and changes. Examples: SQL queries, batch files, Microsoft Office tools, peripheral devices (printers, plotters, and GPS units), database definition, system performance tools.
  4. This position coordinates and/or performs training of Town staff on the use of the GIS system along with the GPS data collection equipment. 
  5. Creates or updates GIS features based on construction drawings and/or field data. 
  6. Works with and collaborates extensively with Engineering Department staff, Planning Department, Economic Development, PW and Utilities Operations and Utility Billing/Administrative staff to develop geodatabases for asset management and ensure accuracy and completeness of data. 
  7. Configures, administers, and maintains ArcGIS Online to provide mapping and data collection capabilities. 
  8. Also, configures and administers ArcGIS Server to provide map services needed by ArcGIS Online and ArcGIS Pro. 
  9. Provides a variety of reports and maps as requested by staff and management. Independently coordinates data collection projects. 
  10. Collects data using GPS equipment and mobile devices using Esri's Data Collector application. Assists with other data collection projects by configuring devices and teaching others how to use GPS and/or the Data Collector App. 
  11. Responsible for maintaining all GPS equipment, along with procurement of new equipment as devices become unsupported and/or obsolete. 
  12. Assists with vendor and/or product selections, which can have a substantial long-term impact upon the Department budget and process effectiveness. 
  13. Responsible for developing and tracking year to year GIS and GPS equipment, software and subscription budgets. 
  14. Works with consultants and software vendors and coordinates the delivery of new software, systems or new systems integrations.
  15. Identifies and suggests ways to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality, seamless customer service to both internal and external customers.
  16. Performs ArcGIS Server web-based server system administrator duties. Learns and uses programming toolsdist: VB.NET using Esri ArcObjects; Geocortex workflow, JavaScript and .NET web-based APIs for ArcGIS Server applications: Python scripts; SQL, etc. 
  17. Perform related duties as assigned.

 

KNOWLEDGE AND SKILLS

  • Knowledge of:
    • GIS software, such as ArcView, ArcEditor, ArcGIS Online, ArcGIS Field Maps/Collector and Microsoft SQLServer, SQLExpress, with geodatabase design and management. 
    • Esri ArcGIS Online system maintenance and administration including user and group management; creation of feature layers, web maps, apps, and designing data structures to work with ArcGIS Online and its associated apps.
    • All aspects of geodatabase design and administration including data modeling, database security, performance optimization, database backup and recovery, coordinate systems, versioning and replication.
  1. Integrating geodatabases with other databases and systems including asset management, locates and planning/development software. 
  2. Knowledge of publishing and maintaining GIS web services. 
  3. Coordinate geometry (COGO) tools in Esri's ArcGIS desktop software (ArcMap and/or ArcGIS Pro). 
  4. Computer aided design and drafting software (for example Autodesk AutoCAD Map, Autodesk AutoCAD LT, etc.) is highly desirable.
    • Maintaining and compiling project records and documentation with accurate and detailed logs.
  • Skills:
  1. Use of GIS data in the creation of professional maps and other products. 
  2. Strong organizational skills and attention to detail. 
  3. Management of multiple tasks concurrently, and handle frequent interruptions
  4. Communication of complex technical concepts to staff and management. 
    • Working independently and as a team member; ability to prioritize and complete projects within a defined schedule. 
    • Troubleshooting issues independently; willing/motivated to figure out complex problems.
  1. Communication, interpersonal skills as applied to courteous assistance and interaction with Contractors, Developers, other departments and the public sufficient to convey information and to receive work direction. 
  2. Read and understand detailed documents, blueprints, maps, and other printed materials. Familiarity with symbols and terminology used in civil, architectural, or electronic engineering drawings.
    • Interpret, analyze, apply and articulate relevant laws, rules, contracts, ordinances, regulations, and guidelines 

WORKING ENVIRONMENT/PHYSICAL ACTIVITIES:

  • Work is primarily performed in an office and fieldwork environment with low to moderate noise levels. 
  • Physical requirements include those to occasionally perform moderate to heavy lifting, bending, stooping, kneeling, walking, and standing.
  • Use of personnel protective safety equipment when working near or in construction and areas requiring compliance with special safety procedures. 
  • Office environment includes sitting for extended periods of time in front of a computer screen; operating computer and other office equipment daily; communicating in person and on the phone and sufficient vision to perform assignments.  
  • Physical effort and activities include driving a Town-owned to perform essential functions.
  • Exposure to adverse weather conditions, vehicle traffic, automobile fumes, toxic gases, flammable materials, confined spaces, blood borne pathogens, dust, noise, and dangers of working around construction sites.

 

QUALIFICATION REQUIREMENTS:

  • Bachelor’s Degree from an accredited college or university in geographic information systems, geography, land surveying, civil engineering or a related field.
  • An equivalent combination of education and/or experience may substitute for education requirement. 
  • A minimum of five years of progressive working experience in all phases of geodatabase administration, systems implementation and application development
  • Possession of a valid Colorado Driver’s License.

Entry pay: $87,530 - $105,036
