JOB SUMMARY

Under general direction of the Utilities Manager, oversees and manages the Water Distribution and Wastewater Collections Operations divisions. Position directs, assigns, supervises, and reviews the work of the Utilities Crew Leaders and their respective crews. Monitors the overall operation of the Water Distribution and Wastewater Collection System and ensures compliance with all applicable State and Federal requirements.  Responsible for the maintenance and installation of Water Distribution and Wastewater Collection infrastructure up to and including:  pipes, pumps, motors, water storage tanks, lift stations, and all associated appurtenances.  The candidate must be highly motivated and strive for success by demonstrating Little Elm’s Core Values of Integrity, Customer Service, Efficiency, and Innovation.

 

EDUCATION/TRAINING/EXPERIENCE

  • High School Diploma or G.E.D. with a College Degree preferred.
  • Three (3) years of managerial or supervisory role; or equivalent combination of education and experience.
  • Five (5) years of water and/or wastewater utilities experience or any combination of these fields is required.

 

LICENSES OR CERTIFICATES

  • Must possess a Class “C” Water Distribution License from TCEQ
  • Ability to obtain Class “B” Water Distribution License from the TCEQ within one year of hire.
  • Ability to obtain Wastewater Collections License II issued by the TCEQ within one year of hire.
  • Must possess a State of Texas Class A CDL Driver’s License

10.   Skilled in the use of a variety of machines, including, but not limited to radio, personal computers, telephone, calculators, facsimile machine, and copiers.

11.   Good verbal and written communications skills are essential

12.   Must possess strong organizations skills and be entrepreneurial, energetic, and imaginative.

13.   Use tact and diplomacy with public and maintain effective working relationships with co-workers.

14.   Experience in prioritizing, planning, and scheduling, works independently in the absence of specific instructions or supervision.

15.   Must have the ability to perform tasks under pressure, with short deadlines and the ability to work overtime and flexible hours as necessary.

16.   Must have the ability to participate in the development and administration of division goals, objectives, and procedures

17.   Candidate must have the ability to communicate effectively with city staff, supervisors, residents, and vendors.

18.   Skills coordinating and managing multiple projects and/or assignments.

ENVIRONMENTAL FACTORS AND CONDITIONS/PHYSICAL REQUIREMENTS

The work environment characteristics described herein are representative of those an employee encounters while performing the essential functions of this job.

  1. Work is performed in office, construction, and treatment facility environments.
  2. May be subject to repetitive motion such as typing, data entry, and vision to monitor.
  3. May be subject to walking on uneven or unstable terrain, occasional standing, bending, reaching, kneeling, or lifting such as when reviewing plans, specifications and conducting inspections.
  4. May be subject to operating heavy equipment and power tools.
  5. May be subject to working extended hours and responding to emergencies on an on-call basis.
  6. May be subject to exposure to extreme weather conditions, hazardous chemicals and fumes, infectious diseases, air and water borne pathogens, poisonous insects and wild animals common to water, wastewater, and underground utilities.  
  7. Must be able to lift up to 50 pounds.

 

ESSENTIAL JOB FUNCTIONS                  

  1. Oversees and manages the daily operations of the Water and Wastewater Collections Division including monitoring regulatory requirements for safe potable water, running new lines to connect residential or business developments, collecting and transporting wastewater in accordance with TCEQ Rules and regulations, and inspecting the maintenance and repairs of water/wastewater lines and services.
  2. Directs the operation of Supervisory Control and Data Acquisition (SCADA) automated computer operation control system for water collection and distribution.
  3. Counsels, disciplines, evaluates develops, and directs assigned staff.
  4. Reviews plans, specifications, and blueprints for current and future water and wastewater construction projects.
  5. Assists in the coordination of contracts with the North Texas Municipal Water District (NTMWD), for delivery of potable water and operational issues related to compliance with all applicable regulations.
  6. Meets with and coordinates projects with the Public Works Director, Supervisor’s and project managers, consultants, contractors, or inspectors.
  7. Provides technical assistance or guidance on issues related to construction projects including regulatory, trades, codes and ordinance requirements or changes.
  8. Meets with Crew-leaders to discuss and resolve problems that arise during construction or repair projects.
  9. Conducts ongoing field inspections of water pumps, motors, and to monitor the maintenance and replacement of equipment or new construction requirements.
  10. Responds to inquiries and complaints from residents, businesses, contractors, consultants, code officials and engineers related to water problems or issues.
  11. Monitors the daily, monthly and quarterly collection, submission for testing, and regulatory reporting requirements for safe potable water and the collection of wastewater.
  12. Attends regulatory meetings to determine any proposed changes to the regulations and the impact on the Water/ Wastewater division’s practices, procedures, and facilities.
  13. Checks work quality and quantity of wastewater collection crews
  14. Helps set standards, and guidelines needed during the operation of the Wastewater Division.
  15. Checks wastewater collection system for optimum operation
  16. Other duties as assigned by Department or Town management.

 

OTHER IMPORTANT DUTIES

  1. Prepares annual budget requests and includes projections for equipment replacement or capital improvement projects.
  2. Performs other related duties as assigned.
  3. Regular and consistent attendance for the assigned work hours is essential.

 

EQUIPMENT AND TOOLS UTILIZED

Equipment utilized includes personal computer, copier, calculator, fax machine, other standard office equipment, 2-way radio, cellular telephone, heavy equipment, power tools, and department vehicles.
