JOB DESCRIPTION
Job Title: Property Maintenance Code Inspector Grade: 15
FLSA Status: Non-Exempt EEO Category: Professional & Technical

Job Summary: This class is accountable for independently performing a full range of tasks in conducting plan review and inspections of facilities for compliance with construction, fire safety and other applicable codes and regulations.

Supervision Received: Works under the general direction of the Director of Building and Housing.

Supervision Exercised: May lead lower level employees as assigned.

Examples of Essential Duties:

  • Compiles and submits weekly and/or monthly activity reports;
  • Completes inspection forms;
  • Conducts technical field inspections of residential rental dwelling units to determine conformance with the Housing Code;
  • Consults with facility administrators regarding building, fire and health safety code requirements and corrective measures;
  • Inspects residential rental dwelling units to investigates complaints;
  • Keeps records of daily inspections and activities;
  • Maintains inspection rate pursuant to preset implementation schedule.
  • Meets with tenants, property owners and interested parties in the office and the field regarding codes and inspections;
  • Performs on-site inspection surveys of a variety of facilities;
  • Prepares and presents documentation for conferences, meetings and hearings;
  • Prepares documents, issues housing certificates, etc.;
  • Responds to complaints regarding physical plant or fire safety;
  • Reviews documentation, inspects, gathers data and evaluates building interior, exterior, site conditions, building systems and life safety equipment and tests required emergency systems;
  • Reviews water test results and septic maintenance documents for code compliance;
  • Works with Housing Prosecutor, Town Attorney, Fire Marshal, Health Director, and Zoning Agent as necessary;
  • Writes and issues violation notices, compliance letters and arrest warrants as required and advises on how compliance may be obtained;
  • Writes citations, narrative reports and other documentation or correspondence as required;
  • May participate in disaster preparedness program, serving as a member of division response team;
  • May review facility plans and provide advice to architects, engineers, providers and contractors concerning housing code compliance;
  • Performs related duties as required.

Knowledge, Skills and Abilities:

  • Knowledge of building materials and equipment;
  • Knowledge of building, health and fire safety codes and standard tests for fire rating;
  • Knowledge of principles, practices and methods of building design, construction and systems;
  • Knowledge of the principles and practices of building, electrical, plumbing, mechanical, fire and property maintenance code enforcement;
  • Interpersonal skills;  Oral and written communication skills;
  • Ability to enforce codes and ordinances with firmness and tact;
  • Ability to establish and maintain effective working relationships with associates, tenants, property owners, government officials and the general public.
  • Ability to inspect buildings and interpret codes; ability to review plans and specifications in relation to code compliance;
  • Ability to present facts and recommendations effectively in oral and written form;
  • Ability to utilize computer software;
  • Ability to establish and maintain effective working relationships with people from diverse backgrounds.

Minimum Qualifications: Five (5) years of experience in building design, engineering, construction or inspection including demonstrated experience in reviewing plans and specifications for code compliance for building/housing projects. College training in architecture, architectural, mechanical, civil, structural or electrical engineering or building construction or related courses in fire technology, fire and life safety systems design or a related discipline may be substituted on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree. Incumbents in this class may be required to travel.

Special Requirements: Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications. Incumbents in this class must successfully pass the International Code Council Housing Inspector certification exam within six (6) months of hiring date. Incumbents in this class must successfully pass the Connecticut Association of Zoning Enforcement Officials (CAZEO) certification requirements within twelve (12) months of hiring date. Incumbents in this class may be required to travel. Incumbents in this class are required to possess and retain a valid Motor Vehicle Operator’s license.

Working Conditions, Physical and Mental Requirements: Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties of the class. Incumbents in this class work in an office setting that is subject to frequent interruptions, substantial contact with the public and exposure to video display monitors on a daily basis. A physical examination may be required

Promotion: Incumbents in this class will be eligible for promotion to Code Enforcement Officer I without further competitive examination upon successful completion and receipt of the International Code Council Housing Inspector and CAZEO certifications.
