Summary 

Under the direction of the Director of Planning, the Planning Technician plans, organizes, oversees, and performs professional level work and office support for the Director of Planning and Department. The position implements administrative systems, procedures, and policies, and assists staff with tasks of varied complexity while making improvements as needed. The ideal candidate will work with a considerable degree of independence performing work in support of the department’s core planning functions and processes, examples of which include land development permit review and approval; answering inquiries from the public; organizing and maintaining specialized and custom forms, files, and logs; creating, maintaining and updating file systems; removing and archiving inactive records and files; and copying, compiling, and distributing reports, documents, and other material. 



Job Responsibilities 

  • Process planning related permit applications, collect fees, and issue permits in accordance with prevailing laws, rules, regulations, and ordinances in coordination with Planning Department staff. 
  • Assess a variety of fees for the issuance of permits based on various fee schedules. 
  • Document and prepare reports as requested regarding the issuance of permits.  
  • Correspond with contractors, engineers, and the public on the permitting process and general planning questions, maintaining a high degree of public service. 
  • Record various documents with the El Paso County Clerk and Recorder. 
  • Update electronic permit tracking charts routinely and complete the end-of-year revenue report for all permits. 
  • Maintain Planning Department website under the direction and with the aid of Planning Department staff. 
  • Assist Planning staff, including initial documentation of land development submittals, file creation and management, processing payments, and related tasks. 
  • Contribute to team effort by participating in land use development review process to aid planning staff. 
  • Provide coverage to front desk area as requested. 
  • Performs additional duties as assigned. 


Qualifications/Skills 

  • High School Diploma or GED with three years of experience providing public assistance, preferably in a planning related field. A bachelor’s degree is desired, but not required 
  • Geographic Information System skills are highly desirable and may substitute for planning related education and /or planning experience.  
  • Ability to operate a computer using word processing, spreadsheets, and email/calendar software is essential.  
  • Web research and data gathering ability is highly desirable.  
  • Standard office administration practices are required, including correct English usage, spelling, grammar, and punctuation.  
  • Requires initiative and exercising of sound independent judgment within areas of responsibility. 
  • Aptitude to interpret, apply, explain, and reach sound decisions in accordance with regulations, policies, and procedures. 
  • Organizational skills sufficient to maintain technical and specialized files. 
  • Capability to compose correspondence from brief instructions. 
  • Ability to understand and follow written and oral instructions from Staff. 
  • Ability to prepare clear, accurate and concise records and reports. 
  • Ability to use tact and discretion in dealing with sensitive situations and concerned people and customers. 
  • Ability to establish and maintain effective working relationships with all Town Staff and others encountered in the course of work. 
  • Requires valid State of Colorado driver’s license with safe driving record.  
  • Able to successfully pass a pre-employment background and drug screening.  


Physical Demands 

While performing the duties of this job, the Planning Technician is regularly required to sit, walk, and stand; talk or hear, both in person and by telephone; use hands repetitively, handle and operate standard office equipment; reach with hands and arms; lift, up to 15 pounds; bending, stooping, squatting, pushing/pulling, twisting at waist, upward and downward flexion of neck, side-to-side turning of neck. Specific vision abilities required by this position include close vision, distance vision and the ability to adjust focus.  



Work Environment: 

Work is performed in an office setting with one primary location. This position is not a remote or hybrid position. This is an in-person position requiring regular attendance at the primary location. Working environment may involve use of communication through computer and telephone and could involve frequent interruptions.
