What are the responsibilities and job description for the Strategic Sourcing Buyer position at TPC?
Job Summary:
The Sourcing Buyer position directly reports to the Category Manager and is responsible for deploying effective procurement strategies to source services and / or materials in order to fulfill procurement needs to support TPC’s safe, environmentally sound, and reliable operations. The Sourcing Buyer will utilize efficient and effective sourcing processes, such as supplier qualification and selection, preparation and deployment of detailed and thorough bid packages / tenders, coordination with stakeholders, negotiating and contracting, issue resolution, supplier relationship management, amongst others, to fulfill the strategic objectives set by the Category Manager and broader Strategic Sourcing group and ensure timely and cost effective acquisition of services and materials. The Sourcing Buyer will maintain the highest level of ethical standards, including compliance with all TPC policies and procedures, Sarbanes-Oxley (SOX), and any other applicable requirements.
Roles and Responsibilities:
- Supports and deploys the Category Management procurement strategies under the direction of the Category Manager through combined use of technical, analytical and cross functional communication skills
- Prepares complete and accurate bid packages and conducts bid events (RFPs / RFQs / RFx), sourcing and contracting with a high level of skill and integrity, adhering to established policies, procedures, and controls while delivering the best overall value to TPC in terms of quality, cost, and service
- Ensures accurate definition of stakeholder requirements and scope and adherence by selected suppliers
- Proficiently negotiates redlines, commercial terms, and other agreements and incorporates learnings into future negotiations
- Provides analytical support to examine spend activity against contracts, identify contract leakage and report other metrics critical to assist the Category Manager in management of the category and overall portfolio
- Supports supplier risk mitigation efforts of the Procurement team, including, but not limited to, ISNetworld compliance
- Consistently delivers value, including both cost savings and avoidance and lowest total “life cycle” costs to TPC
- Supports compliance with ethics, safety, health, and environmental standards by the organization
Required Qualifications:
- Bachelor’s degree in a financial, supply chain, or engineering curriculum
- 5 years relevant work experience required (10 years relevant supply chain experience required in lieu of a degree)
- Strong, efficient and effective communication, writing, and problem-solving skills
- Strong contracting and negotiating experience
- Analytical ability to contribute to strategic objectives, while also able to execute tactical functions as directed by the Category Manager
- Strong problem solving skills and tenacity to support objectives
- Understanding of procurement and sourcing processes and best practices
- Proficiency in Microsoft Office suite
Preferred Qualifications:
- Experience in in petrochemicals, oil or gas, and / or manufacturing
- Knowledge of processes relating to production, maintenance, logistics, materials management, and purchasing is desired
- CPSM or CPIM certification preferred
- Familiarity or certification in Root Cause Analysis, Six Sigma or Lean processes
