To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.
If a viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service Law. Candidates who accept a provisional appointment must take the next competitive examination and be reachable on the resultant eligible list in order to be considered for permanent appointment to the position.

You must be a qualified employee of New York State and have had three months of permanent competitive or non-competitive service (including 55-b/55-c) as:
Engineering Geologist, Engineering Materials Analyst, Environmental Engineering Technician 2, Senior Drafting Technician (all parenthetic), Senior Engineering Technician, or Senior Engineering Technician (Soils).
The minimum requirements for taking the Open Competitive examination are:
EITHER: 1. FOUR years of experience assisting in engineering technology, architecture, or architectural technology, environmental technology, landscape architecture/design, materials laboratory technology, drafting or surveying, AND graduation from high school or possession of a diploma issued by a recognized educational authority;
OR: 2. An associate’s degree in mathematics, physical science, geology, engineering or engineering technology, architecture or architectural technology, construction technology, landscape architecture/design, environmental technology, drafting, forestry, surveying, aeronautics, electronics, or electronics technology AND TWO years of experience listed above in number 1;
OR: 3. A bachelor’s degree in mathematics, physical science, geology, engineering or engineering technology, architecture or architectural technology, construction technology, landscape architecture/design, environmental technology, drafting, forestry, surveying, aeronautics, electronics or electronics technology.
As a Principal Engineering Technician, you would perform complex and technical activities in support of various engineering projects and/or program areas. These activities might include generating right of way maps, preparing written reports and cost estimates of materials, supplies and equipment, and developing or reviewing contract plans and specifications. You may supervise lower-level technicians in such areas as design, construction inspection, surveying, right of way mapping, traffic engineering, maintenance, planning, engineering research, and material testing. Additionally, you may plan and schedule field and laboratory test work, review test reports, and develop test equipment and procedures. You may also be expected to use various computer applications in the performance of duties. This assignment is with the Design Group and specific program assignments, and duties will be discussed during the interview.
At the time of appointment, and continuously thereafter, candidates must be able to demonstrate their ability to meet the travel requirements of the position either by possession of valid license to operate a motor vehicle in New York State or access to reliable transportation.
