Under the direction of the Administration Manager, the Floating Community Manager is responsible for providing support to property staff throughout TREK's portfolio. The primary responsibilities of the Floating Community Manager are to provide coverage of properties when in staffing transitions as well as compliance related, hands-on support to properties. This role will also include support in affordable lease-ups and affordable properties' internal and external audits. The role is designed to support site teams throughout the western Pennsylvania region and requires travel. The Administration Manager and Floating Community Manager will collaborate with Area Managers to determine priorities. It is not expected that the Floating Community Manager will be responsible for everything at the same time, it will be based on needs and availability.
The ideal candidate enjoys helping others, can be flexible and pivot quickly and has a "can-do" attitude and is willing to help the team succeed on our collective goals. Knowledge and experience in all housing programs including LIHTC, PBRA, PBV and Housing Choice Vouchers are required.

Essential Functions:1.
Cover properties during staff transition, extended vacation/leave of absence. Responsible for:
- Maintaining property operations during transitions including leasing, rent collections, recertifications, expense control and required reporting.
- Temporary oversight of onsite personnel (assistant managers & maintenance staff) inclusive of approving timecards, running team meetings, and supporting staff through transitions.
- Maintaining resident relations through open communication.
- Provide a smooth transition of operations back to onsite manager.

File Audits - Prepping Responses/Corrections Responsible for:
- Preparing audit responses for external file audits conducted by investor and government agencies by supporting on site team with corrections.
- Compliance with Affirmative Fair Housing Market Plan, Regulatory Agreement, Funding Program Requirements and Federal, State or Local Requirements and achieving above standard on audits.

Assist with new affordable lease-up properties. Responsible for:
- Provide ongoing support to the lease up team by processing new applicants which include conducting eligibility interviews and managing verifications, monitoring Real Page Compliance responses and helping to move applications quickly through the certification process to file uploads for investor audits and building the hard file for appropriate record keeping.

Support PM team with internal and external audits, and recertification support as needed. Responsible for:
- Support in the completion and follow through of corrections for internal audits.
- Assist managers in the preparation of file audits from external partners.
- When available and as needed, provide support to site teams for processing applicants and recertifications.
- Remain current and knowledgeable of applicable affordable programs of each community.
Knowledge, Skills and Abilities:- Extensive knowledge in all housing programs including but not limited to PBRA, Public Housing, LIHTC, PBV, HOME, 811 and Housing Choice Vouchers.
- Ability to organize office spaces and implement systems for efficient workflow.
- Excellent verbal and written communication skills required.
- Experience in Real Page software is preferred.
- Leadership skills and understanding of effective management of personal development and career paths for all employees desired.
Education and Experience:- 3 years of progressive career path in Property Management
- Industry designations (COS, LIHTC, ARM, CPMC, etc) preferred
- Minimum team supervision of 2 people (hiring, performance management, training)
- Strong Microsoft Word, Excel, Outlook and Real Page or other industry software experience required.
