Responsibilities
The Basic Security Fundamental Support Instructor II (Swim Testers/Lifeguards) supports the
Master at-Arms (MA) Ready Relevant Learning (RRL) instructor services as required by the Center
for Security Forces (CENSECFOR). Training will encompass Navy Security Force (NSF) Law
Enforcement Specialist (LES) and Antiterrorism/Navy Security Force (AT/NSF) instructor services
as required by the CENSECFOR. This training shall be conducted for Navy personnel and others
at Naval Technical Training Center (NTTC) Lackland, Joint Base, San Antonio, TX.

Qualifications
Required:

  • Must possess a favorable adjudication of a National Agency Check with Local Agency and Credit
Checks (NACLC) or T3 or T3R Background Investigation.
  • Be a qualified instructor in accordance with the specific requirements identified in the following
sections.

1) Have attended the Navy Instructor Training Course (NITC) (A-012-0077) (or military
service or civilian equivalent), -or-

2) Academic credentialing (teacher/professor), -or-
3) Instructor training via an academic institution. Academic ITC requirements should contain

at a minimum 24-semester credit or quarter hours in the following:
  • Effective communication and questioning techniques
  • Adult learning theory and principles
  • Instructional Delivery methods
  • Lesson delivery performance laboratory
  • Training environment management
  • Inter-personal skills
  • Evaluation and Feedback
  • Have 2 years of experience as an instructor delivering training.
  • Have knowledge of basic and advanced training techniques to include classroom management,

Classroom Assessment Techniques (CATs), and student motivation.


  • Have knowledge of computer technology application as it applies to instructional presentation.
  • Possess high personal standards of technical knowledge and professional competence in
delivering training material.
  • Possess the ability to perform in a military environment.
  • Possess a familiarity with the organization and hierarchy of the U. S. Navy, military rank/grade
structure.
  • Possess a knowledge of Navy and military terminology, and shipboard/installation environments
and configurations.
  • Possess an excellent command of the English language, both verbal and written.
  • Instructors are required to maintain qualifications for Navy Swim Testers/Lifeguards/CPR
Instructors.
  • Navy Swim Testers will perform the following duties:

1) Conduct student pre-test administrative screening, coordinating with the NTTC Lackland
administrative and medical staff. The Pre-screening Form (P1552/16) can be found in
Appendix C of the Navy Swimming and Water Survival Instructor/Swim Tester’s Manual
(CNET P1552/16).

2) Administer the Navy Second Class Swimmer test in accordance with Chapter 12 of CNET
P1552/16 to designated students. This testing shall include (but is not limited to):

  • Conduct all poolside safety checks to ensure that the pool and surrounding
facilities are safe to conduct the test. Ensure all safety equipment is present and
in satisfactory working condition for the administration of the swim test. At a
minimum, the facility must have a telephone with posted emergency numbers,
and a backup method of communication.
  • Perform lifeguard duties during swim testing.
  • Grade students in accordance with Chapter 13 of CNET P1552/16.
  • Complete Record of Swim Qualification (Appendix G of CNET P1552/16)
  • Coordinate with NTTC Lackland Student Administrative Staff to document post-test results of
successful/unsuccessful completion of the Second Class Swim Test in Fleet Training Management
and Planning System (FLTMPS) and in the member’s service record. Procedures to enter successful
completion of the swim test into FLTMPS are provided in chapter 12 of the Navy Swim Manual
(CNET P1552/16).
  • Interface with NTTC Lackland staff and/or USAF/Joint Base San Antonio Swimming Pool staff in
coordinating/scheduling use of the swimming pool(s).
  • Assist the MA “A” Instructor staff in administering Cardiopulmonary Resuscitation (CPR)
instruction.
  • Assist in the delivery of MA “A” training in non-weapons modules after obtaining appropriate CUIT
qualifications.
  • In addition to requirements listed in Section 4-5.1, Swim Testers/Lifeguards/CPR instructors shall
meet the additional following qualifications:

1) Possess Navy NEC 805A (Instructor) (or equivalency)
2) Possess one (or more) of the following qualifications:

  • Navy NEC 806A (9504) (Naval Aviation Water Survival Instructor); or
  • Navy NEC 808A (9510) (Navy Swimming and Water Survival Instructor); or
  • Completion of Navy Swim Tester Course (A-012-0015) (see note below)
  • Possess current certification as a lifeguard. Lifeguard certification requires one of the following:
1) Completion of one of the following courses of instruction:
  • American Red Cross Lifeguard Training; or
  • YMCA Lifeguard Training; or


  • Ellis and Associates Water Park Training; or
2) Possession of one of the following military qualifications:
  • Navy NEC 801A (Navy Rescue Swimmer – Surface)
  • Navy NEC O26A (Special Warfare Operator (SEAL))
  • Navy NEC 840A (Navy Scuba Diver)
  • Navy NEC O50A (Special Warfare Boat Operator (SB) Candidate)
  • Navy NEC O52A (Special Warfare Combatant-craft Crewman (SWCC))
  • Navy NEC G02A (Helicopter Search and Rescue Aircrew Swimmer)
  • Navy NEC 806A (Aviation Water Survival Instructor)
  • Navy NEC 808A (Basic Swimming and Water Survival Instructor)
  • USMC MOS 0918 (Water Safety/Survival Instructor)
  • Possess current certification in Tier 2 Tactical Combat Casualty Care (TCCC)
  • Possess current certification in Cardiopulmonary Resuscitation (CPR)
  • Possess current certification as a CPR Instructor Certification
  • Must be a US Citizen


Physical Demands
The physical demands described here are representative of those that must be met by an
employee to successfully perform the essential functions of the job. Reasonable

While performing the duties of this job, the employee is required to reach with hands and arms.
The employee is frequently required to sit, stand and walk. The employee must be capable of
performing all training evolutions to include all tactical and dynamic maneuvers per the testing
plan; including the ability to effectively complete weapons qualifications in the standing, kneeling
and prone positions; ascend or descend ladders and go through narrow passageways; be free of
any abnormal fear of heights and be able to acclimate to extreme local environmental conditions
(e.g., high heat, humidity). These conditions and standards must be met at time of employment,
and that these fitness standards are to be sustained throughout the life of the contract. The
employee may be required to move ten pounds and could occasionally lift or move up to thirty-
five pounds.
