Position Description
The Project Manager is responsible for the management and delivery of multiple complex engineering and infrastructure projects from conception to completion by defining the project scope, setting the schedule, allocating resources and providing technical support to a team of professional staff members. The PM is expected to be the subject matter expert on all aspects of the project and to supervise the project lifecycle throughout its various stages to achieve a successful project delivery. The PM is expected to manage the project scope, cost, schedule, and mitigate risks and ensures every team member contributes to the project delivery process. The PM is solely responsible for the accuracy and updating of project schedules and project monthly reports. Responsible for coordination and communication with all appropriate project stakeholders, team members and leadership ensuring that quality deliverables and milestones are met on time and within budget.
Duties and Responsibilities • Oversees the planning and execution of feasibility studies; alternative analysis; risk analysis; cost estimation; final design; right-of-way acquisition; utility relocation; construction management; and management of contractual agreements. • Manages and is responsible for project scope, cost, and schedule from conceptional design to construction completion and ensures project delivery is on-time and within budget. • Provides direction and management of the day-to-day operational activities for all team members including overseeing consultants and/or contractors to keep all activities on track and moving forward. Responsible for the accuracy and updating of project schedules and project monthly reports. • Responsible for coordination and communication with all appropriate project stakeholders, team members and leadership ensuring that quality deliverables and milestones are met on time and within budget. • Manages the established goals of assigned projects from conceptional design to construction completion by defining the project scope, setting the schedule, allocating resources and providing technical support to a team of professional staff members. • Develops and implements strategies in partnership with project team to ensure projects are accomplished within prescribed time frame, per project scope funding parameters and minimizing risks to project delivery. • Develops and implements strategies related to design, management, construction, and delivery of projects; directs the preparation and maintenance of project schedules, budgets, and quality control objectives. • Coordinates and communicates with the project team to discuss project updates, risk management best practices, and solutions to minimize the impact of problems on the project scope, schedule and budget expectations. Conducts project site visits to monitor project and ensure compliance. Requirements
Education and Experience: • Bachelor's degree in construction or similar curriculum from a accredited college or university. • A valid Texas driver's license and good driving record. • Experience that includes construction management of projects involving roadway and bridge construction. Also, you must have at least 7 years of experience in civil construction. • Project Manager I - less than three (3) years of experience • Project Manager II - three (3) years' of experience • Project Manager III - five (5) years' of experience • Project Manager IV - seven (7) years' of experience • Project Manager V - ten (10) years' of experience • Preferred: Project Management Certification(s) such as CAPM, PMP, PgMP or other related project management certifications
Knowlege, Skills, and Abilities: • Considerable knowledge and understanding of civil construction, roadway/bridge design, drainage, and construction standards and practices. • Strong skills using project management tools and systems, including but not limited to scheduling software, Primavera P6 and Microsoft Project. • Proficient skills using Microsoft Office and Adobe Acrobat. • Familiar with roadway design and processes. • Familiar with collaborative working environments such as Microsoft Teams. • Ability to effectively communicate both verbally and in writing. • Ability to effectively communicate with coworkers, the public, industry, and governmental representatives. • Ability to work well independently or as part of a team. • Strong leadership and interpersonal skills, with the ability to motivate and guide others, build effective and cohesive teams toward the accomplishment of agency and division goals. • Ability to plan, organize, prioritize, coordinate, train, support, assign and evaluate the work of subordinate managers. • Ability to handle confidential materials with considerable personal tact and initiative.
Physical Demands: • Must be able to work in all weather conditions. • Must be able to safely and efficiently move around all parts of a construction site including excavations and heights.

Position Type and Typical Hours: This is a full-time position. Typical work schedule is Monday through Friday, 7:30 a.m. - 4:30 p.m. Hours may vary based on the business needs of the department. May occasionally have to work nights and weekends. During inclement weather events, including potentially overnight.
Work Environment: Work is mainly conducted indoors (both office and job site). However, the job may require time outside on construction project sites in all weather conditions. Exposure to extreme temperatures (high and low), noise, and high-speed traffic. May be exposed to other hazards during inclement weather or maintenance emergency response activities. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
