Smackover-Norphlet District Business Manager Job Description Title: District Business Manager Qualifications: Experience or Degree in Finance, Accounting or Administration Certification; Supervisory and Leadership Experience Preferred Reports to: Superintendent Supervises: Accounting Department and positions of Payroll Bookkeeper and Assistant Bookkeeper Contract Days:240 Days Job Summary This position oversees the financial and administrative operations of the District. This individual supervises other accounting personnel to assure that the accounting department accomplishes its accounting objectives by selecting, onboarding, managing, training, and mentoring subordinate employees. This individual plays a crucial role in managing budgets, ensuring financial compliance, and optimizing resource allocation. This position requires a keen eye for detail, strong financial acumen, and the ability to collaborate effectively with staff and stakeholders to support the District's mission and objectives. Responsibilities: ?Supervises, oversees, and evaluates Payroll Bookkeeper and Assistant Bookkeeper to ensure accurate and timely financial reporting ?Effectively and appropriately delegates tasks to foster an environment of mentoring and team work ?Provides subordinates with honest, objective, and constructive feedback in a timely manner ?Provides suggestions and recommendations as to advancement, discipline, hiring, and termination with respect to subordinate employees ?Is responsible for overseeing the budget and finances of the District ?Analyzes, develops, and prepares the District's annual budget ?Meets with the Principals and Supervisors at least twice annually to review their budgets and address budget concerns ?Develops and maintains a system of accounting procedures and implements a system of controls over accounting transactions to minimize risk and strengthen processes ?Oversees the timely production of periodic financial reports and ensures the reported results comply with appropriate financial reporting standards ?Provides financial analysis on all aspects of District accounting and financing ?Guides financial decisions by establishing, monitoring, and enforcing policies and procedures ?Works with external auditors and provides necessary information for the annual audit ?Overall responsibility for month-end and fiscal year-end closing ?Complies with federal, state, and local education finance legal requirements by studying existing and new legislation and regulations, enforcing adherence to requirements, and advising administration and subordinates on needed action ?Manages and oversees personnel records, contracts, and employment agreements ?Manages and complies with all quarterly reporting requirements, withholding taxes, and consumer use tax reporting ?Manages and oversees coding for Accounts Payable and requisitions ?Reports inquiries for the Superintendent as needed ?Reports inquiries to DESE as needed ?Responsible for Cycle 1, 8, and 9 reporting ?Responds to employee requests as needed ?Responsible for administration of employee leave including FMLA, disability, and workers' compensation, including compliance with employment laws and updates ?Processes Fixed Assets (Inventory) updates and reports and ensures accuracy of same ?Attends regular monthly School Board meetings to address District accounting and finance questions and inquiries from Board members ?Performs other related duties as necessary or assigned Contact Information: If interested in applying, please complete a classified application (click here for application) and submit in person or by email to: holly.strickland@smackover.net or mail to 112 East 8th Street, Smackover, AR 71762.
