JOB GOAL
Provide leadership, management, and daily execution of the pupil transportation and transportation maintenance functions for Westfield Public Schools in an efficient and cost-effective manner that is compliant with local, state, and federal requirements. Coordinate the scheduling, implementation, communication and trouble-shooting of both regular education and special education transportation routes. Communicate with schools, families and community organizations the details of their transportation assignments. Responsible for arranging late buses, field trips and all athletic transportation.
QUALIFICATIONS
The candidate must be computer literate and possess an in-depth knowledge of pupil transportation to include routing, scheduling, regulations governing pupil transportation, vehicle specifications, and vehicle maintenance. Knowledge of basic business practices is essential. Demonstrated capability with personal computers and related software programs is required. The District currently uses Versatrans as the routing software for pupil transportation, knowledge and previous experience with this software is preferred. An independent work ethic, comprehensive analytical ability, attention to detail, and strong interpersonal skills are highly desirable as is possession of a bachelor degree.

PERFORMANCE RESPONSIBILITIES
1. Generates, implements, maintains, and publishes efficient school bus routes utilizing a combination of transportation routing software and manual methods.
2. Develops and oversees the administration of a contractual transportation program to meet all the requirements of the daily instructional program and extra-curricular activities.
3. Approves and submits transportation invoices to the Accounts Payable Department.
4. Prepares the transportation budget for submission to the School Business Administrator.
5. Develops recommendations for future transportation needs based on an annual survey of resident students.
6. Assists the contractor and school principals in solving discipline problems occurring on school buses.
7. Acts as a liaison with families for complaints and special requests related to bus transportation.
8. Coordinate transportation activities related to the McKinney-Vento Act.
9. Develops routes and scheduling for regular education, Transitional Bilingual Education, Special Education, parochial schools, and other special transportation accommodations.
10. Prepares the transportation section of the DESE End of the Year report and other compliance reports with the Commonwealth.
11. Responds to accidents, emergencies, and breakdowns, which includes arranging alternate transportation related to such, gathering critical student safety information, and communicating/reporting with law enforcement, division administration, parents/guardians, and insurance companies.
12. Reviews placement of bus stops as well as implementation of additions and/or deletions of such.
13. In coordination with local law enforcement, weather forecasting services, and other resources, the position monitors weather and road conditions and makes recommendations to the Superintendent related to school delays and closures.
14. Coordinates the provision of transportation specific, general regulatory compliance, and general job skills training to all Transportation Department staff.
15. Maintains constant focus on safety in terms of staff development, departmental policies, and departmental procedures.
16. Seeks opportunities to improve departmental operation and makes recommendations for such to the Superintendent or Designee.
17. Exhibits a professional demeanor appropriate for the position.
18. Any other duties that may be assigned by the Superintendent of Schools or his/her designee.
TERMS OF EMPLOYMENT
Twelve-month (12) personal service agreement

Job performance as Transportation Manager will be evaluated in accordance with School Committee Policy and administrative regulations related to the evaluation of personnel.

Ability to work in confined spaces.
Ability to operate office equipment such as computers, calculators, and other similar devices.
It is also anticipated that some stress will be associated with this position primarily due to deadlines and irregular workflow. It is necessary that the individual have the capacity to remain calm, considerate, and tactful.
