    TIU 11 is hiring a Family Service Worker for our Head Start/Early Head Start Program in Mifflintown, PA. This is a full-time, 40 hour per week, 200 days per position.

    General Summary
    This position supports and assists families as they identify and meet their own goals through a case management model for developing and carrying out the program Family Partnership Agreements. This position also assists with the completion of the child health requirements and other required screenings and assessments. This position supports the larger system of social services coordinated by Head Start, thereby supporting the goals of the program. The position may involve reassignment of caseloads and/or center location as deemed necessary for program operations.

    Fundamental Duties/Essential Functions
    Duties of the position are described in major functional areas listed below. Additional duties may be assigned.

    Program Development and Planning
    • Coordinates with center staff to integrate family partnership goals with classroom efforts and to ensure integrated child and family curriculum.
    • Participates in team management functions of planning, implementing and evaluating family and community partnership goals and objectives.
    • Participates in in-service, workshops, conferences and college courses to enhance skills.
    • Performs other duties as assigned.
    Program Implementation
    • Recruits prospective families and assists with enrollment process.
    • Conducts home visits to facilitate family plans, assists families in achieving identified goals and follow-up on referrals. Acts as a case manager and works cooperatively with local agencies to assist families to link with services in the local community.
    • Assists with the completion of the child health screening, other required screens and assessments and is familiar with referral requirements.
    • Conducts and documents follow-up on all referrals.
    • Regularly shares information with teachers to ensure coordinated services that meet the needs of individual children and families.
    • Provides health, safety and family literacy activities to parents, as appropriate.
    • Assists in assigned classroom as it relates to caseload assignment. Assist families in understanding the importance of the activities that take place within a center classroom or on socialization days.
    • Coordinates with center staff to promote parent involvement in the program as a classroom visitor, volunteer, employee, and/or participate in family events.
    • Promotes effective community support for families by coordination and advocacy for services with community agencies.
    • Develops a working knowledge of community resources. At least annually, visits with major agencies for service delivery updates and Community Resource Guide updates.
    • Refers families for emergency or crisis assistance.
    • Participates in chart audits and child staffings.
    • Coordinates or refers families to opportunities for continuing education, employment training and other employment services through formal or informal networking in the community.
    • Assist other program staff to offer (either directly or through referral to local entities) to parents of participating children the following:
    a. Training in basic child development
    b. Assistance in developing communication skills
    c. Opportunities to share experiences with other parents
    d. Regular in-home visitation
    e. Any other activity designed to help parents become full partners in the education of
    their children.
    • Provides with respect to each participating family, a family needs assessment that includes consultation with such parents about the benefits of parent involvement and about the activities in which parents may choose to participate.
    • Performs community outreach to encourage individuals previously unaffiliated with Head Start program to participate in its Head Start program as volunteers.
    • Informs custodial parents in single-parent families that participate in programs, activities or services about the availability of child support services for purposes of establishing paternity and acquiring child support and refers eligible parents to child support offices of State and local governments.
    • Arranges for education and other appropriate intervention including opportunities for families to participate in counseling or to receive information on mental health, substance abuse, child abuse and neglect and domestic violence.
    • Attends parent/teacher conferences, as requested.
    • Assists teaching staff with home visits, parent-teacher conferences (as needed) Family Curriculum Nights, Socialization Days and other parent activities.
    • Assists families in making the transition into and out of the Early Head Start/Head Start Program.
    • Performs other duties as assigned.
    Recordkeeping
    • Documents efforts to assist families in identifying their strengths, needs and sufficiency goals. Performs data entry functions as necessary to keep files up-to-date. Uses the Child Plus database software to enter appropriate program parent and child data
    • Tracks family partnership efforts and outcomes. Documents efforts to support parents in establishing strong community ties, such as finding a “medical home.”
    • Records, monitors and follows up on referrals for support services for reporting requirements.
    • Submits reports as needed and requested, such as monthly summary tracking reports, etc.
    • Follows up with families to determine whether the kind, quality and timeliness of the services received through referral met the family’s expectations and circumstances.
    • Maintains and provides data for the annual Program Information Report (PIR).
    • Understands, generates and documents in-kind and other allowable costs applied toward the non-federal share requirement.
    • Performs other duties as assigned.
    Training
    • Participate in all training and professional development activities as required under the Head Start Program Performance Standards, the Head Start Act, OCDEL, and as planned for by the program.
    Knowledge and Abilities
    • Considerable knowledge of the principles and practices of social work and human behavior.
    • Knowledge of human development and health.
    • Knowledge of the social services and health services available in the area.
    • Knowledge of computer data entry processes.
    • Knowledge of family-centered practices.
    • Knowledge of local resources, customs and language helpful.
    • Ability to know and implement the Head Start Program Performance Standards and requirements, policies, and practices of Head Start.
    • Ability to exercise professional judgment in evaluating before making decisions.
    • Ability to establish and maintain effective working relationships with staff, children, parents, outside agencies and the public.
    • Ability to use computer for data entry functions.
    • Ability to keep all information strictly confidential.
    • Reliable transportation to get self to and from homes, agencies, Head Start and other locations.
    • Possess valid driver’s license and have minimum automobile coverage required by state of employment.
    • To drive agency vehicles (if applicable), must be insurable by the TIU insurance carrier.
    Language Skills
    • Ability to communicate ideas and instructions orally and in writing.
    • Ability to speak, read and write English well enough to understand and be understood by others.
    • Ability to write reports and business correspondence.
    • Ability to read, analyze, and interpret general social services journals and technical procedures.
    • Ability to speak before groups of individuals, such as Parent Committees and staff meetings.
    • Bilingual skills helpful (English/Spanish).

    Mathematical Skills
    • Ability to calculate amounts by adding, subtracting, multiplying, subtracting, and figuring percentages.
    Reasoning Skills
    • Ability to define problems, collect data, establish facts, and draw valid conclusions.
    • Ability to interpret an extensive variety of instructions.
    • Ability to summarize conclusions and instructions, then make recommendations and develop implementation strategies.
    • Ability to maintain strict confidentiality at all times, including the ability to recognize situations in which confidentiality is required.
    Other Skills and Abilities
    • Basic computer skills.
    • Ability to exhibit patience and tact when communicating with children, families, staff, management, referral sources and the public.
    • Ability to project professionalism in conducting daily activities.
    Education and Experience
    • Minimum requirement is high school diploma or GED with at least one year of related experience. An AA or higher in Social Work or Human Services or related human services field is preferred. Any staff hired after November 7, 2016 will need 18 months from hire at a minimum a credential or certification in social work, human services, family services, counseling or a related field.
    • Bilingual (English/Spanish) preferred.
    • Previous case management experience with young children and families preferred.
    • Must be willing and able to obtain Basic First Aid and CPR Certification and maintain certification.
    • The program will verify references and complete a sex offender registry check. An initial health exam with acceptable tuberculosis screening results, a clear criminal records, FBI, and Child Abuse clearances check. These are required post job offer and prior to employment.
    • Current and former Head Start/Early Head Start parents will receive preference for employment vacancies for which they are qualified.
    Physical Demands and Working Conditions
    • Travel time to make contact with families and agencies is required.
    • Travel by car, bus, airplane or train may also be required associated with attendance at conferences, meeting and other duties carried out at distant locations in and out of state and in some cases where some overnight travel may be required.
    • Occasional need to provide gentle physical restraint to children.
    • Some exposure to communicable diseases.
    • Noise level in work environment may be moderate to loud.
    • Some evenings and weekend work may occasionally be required for events such as home visits, parent teacher conference, Parent Committee meetings, etc.

    • I agree to not use physical activity or outdoor time as a punishment or reward.
    • I agree to respect and promote the unique identity of each child and family and refrain from stereotyping on any basis, including gender, race, ethnicity, culture, religion, disability, sexual orientation, or family composition.
    • I agree to follow program confidentiality policies concerning information about children, families, and other staff members.
    • I agree to never leave a child alone or unsupervised while under my care.
    I understand that in addition to the above Standards of Conduct, there is a professional conduct policy contained in the TIU Special Project Handbook and that violation of any of these Policies and Procedures or Standards can result in disciplinary action up to and including termination of my employment with the Tuscarora Intermediate Unit.
