Duties

  • Serves as an advisor to project officials in procurement planning meetings. Participates in the development of long-range acquisition plans and acquisition strategy, method of solicitation, most suitable type of contract, projected lead time.
  • Interprets higher headquarter policy statements to apply procurement principles and program requirements to ensure the acquisition and milestone documentation are reflected and are integrated into the resulting contracting and procurement actions.
  • The contracts range from engineering and management services to research and development through production and product improvement, covering the full range of contract types.
  • Procurements necessitate the use of a wide variety of cost reimbursement, cost plus fixed, incentive or award fee and fixed price contracts.
  • Advises the PM on the preparation of source selection evaluation Plans, evaluation criteria and weighing methodologies.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience at the next lower grade NH-02/GS-11 or equivalency which includes: 1) Providing technical guidance to team members regarding contracting strategies and contract administration functions; 2) Advising management on the responsibilities regarding a wide range of acquisition and procurement challenges; and 3) Reviewing and auditing procurement documentation and procedures for accuracy and recommending corrective action. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02 or GS-11).

  • This is not a remote position. Applicants will be expected to report to the identified worksite a minimum of one day a week or more depending on work requirements and supervisory approval.
  • This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.
